On March 30, the reporter learned from the 12331 Food and Drug Complaint and Reporting Theme Publicity Media Open Day event organized by Shandong Food and Drug Administration that the "Shandong Province Food and Drug Illegal Act Reporting Rewards Implementation Measures" will be effective from January 1, 2018.

Consumers can report directly to the food and drug supervision and administration department where the food and drug violations occur by calling 12331, the Internet, letters, visits and other channels.
If the four cases are reported and the whistleblower has made a particularly significant contribution, the reward amount will be awarded.

According to Shi Guosheng, deputy inspector of the Shandong Food and Drug Administration, the introduction of the "Shandong Province Food and Drug Illegal Act Reporting Rewards Implementation Measures" is to encourage the public to actively report food and drug violations, and to detect, control and eliminate food and drug safety in a timely manner.
Hidden dangers, crack down on food and drug safety violations and crimes, promote social co-governance of food and drug safety, and ensure the safety of people's diet and medication

It is mainly applicable to the activities in which the food and drug supervision and administration departments of the province give corresponding rewards to the public after reporting illegal and criminal acts of food (including food additives), drugs, medical devices, and cosmetics, or clues to illegal and criminal acts, after investigating and punishing them in accordance with the law
.

The "Implementation Measures" stipulates that the reporting of the following illegal and criminal acts, which are verified to be true, falls within the scope of rewards in these measures: food safety in the production and operation of food (including food additives); Use and other aspects of product quality and safety; other items that need to be rewarded by the Provincial Food and Drug Administration
.
The reward for reporting should meet the following conditions at the same time: if there is a clear object to be reported and specific illegal facts or clues to the crime; the content of the report has not been grasped by the Provincial Food and Drug Administration in advance; the reported matter has been filed for investigation by the Provincial Food and Drug Administration.
If it is verified that it is true, an administrative penalty decision is made or it is transferred to a judicial organ for criminal judgment according to law

According to the reporting evidence and the verification results of the illegal facts, the reward for reporting is divided into three reward levels: the first level is to provide detailed illegal facts, clues and direct evidence of the reported party, and the reported content is completely consistent with the illegal facts; the second level is to provide the reported party.
The illegal facts, clues and some evidence of the reported content are consistent with the illegal facts; the third level is to provide the illegal facts or clues of the reported party, and the reported content is basically consistent with the illegal facts
.
Relevant departments comprehensively calculate the reward amount according to the value of the goods involved or the amount of fines and confiscations, the award level and other factors.
In principle, the reward amount for each case does not exceed 500,000 yuan
.
The specific reward standards are as follows: those belonging to the first-level reporting reward are generally rewarded at 4%-6% (inclusive) of the value of the goods involved or the amount of fines and confiscations
.
According to this calculation, if the amount is less than 2,000 yuan, a reward of 2,000 yuan will be given; if it is a second-level report reward, the reward will generally be 2%-4% (inclusive) of the value of the goods involved or the amount of fines and confiscations
.
According to this calculation, if the amount is less than 1,000 yuan, a reward of 1,000 yuan will be given; if it belongs to the third-level report reward, the reward will generally be 1%-2% (inclusive) of the value of the goods involved or the amount of fines and confiscations

According to this calculation, if the amount is less than 200 yuan, a reward of 200 yuan will be given

There is no value of the goods and the amount of fines and confiscations for illegal acts, but if the content of the report is true, a reward of 200 yuan to 2000 yuan will be given depending on the situation

If the internal personnel in the development, production, operation and use links report the report, the reward amount can be calculated according to twice the above standard

If one of the following circumstances is met, and the whistleblower has made a particularly significant contribution, the reward amount shall in principle be no less than 300,000 yuan: reporting systemic and regional food and drug safety risks; reporting involving infant formula milk powder, which is included in the national immunization plan Vaccines and other varieties, which have caused greater harm to public health or may cause major harm; reported intentional adulteration, fraudulent sales, and have caused greater social harm or may cause major social harm; others are subject to provincial food and drug supervision Reports with significant social impact identified by the Administration and other relevant departments

The "Implementation Measures" also stipulates that the whistleblower shall be responsible for the authenticity of the reported content, deliberately fabricate facts to falsely accuse others, or cheat to obtain rewards, and bear corresponding responsibilities in accordance with the law; if a crime is constituted, it shall be transferred to judicial organs for handling

Real-name reporting is encouraged, and food and drug administrations shall protect the legitimate rights and interests of whistleblowers in accordance with the law, and shall not disclose relevant information of whistleblowers

According to Director Shi, since the province opened the 12331 food and drug complaint hotline in June 2012, the food and drug supervision and administration departments at all levels in Shandong Province have received about 156,300 consultations and suggestions on food and drug quality and safety from the masses, and accepted food and drug complaints.
There were about 255,500 complaints and reports, and the number of public consultations and complaints and reports received increased significantly every year

In 2017 alone, the province received a total of 135,816 food and drug consultations and complaints and reports.
The province rewarded 280 food and drug cases that met the conditions for reporting and rewarding, and implemented 1.
