    On October 25, the General Office of the People's Government of Shandong Province officially issued the Administrative Measures for the Expansion of Chemical Industry Parks in Shandong Province (Trial) (hereinafter referred to as the "Measures"
    ).
    Compared with the earlier draft for comments, the Measures adjust some of the conditions and procedures for expansion, and add a chapter
    on "management of expansion".

    According to the "Measures", the comprehensive score of the management assessment of the chemical park applying for expansion shall not be less than 80 points, the operating income of the leading industries in the park shall account for more than 60% of the total operating income of the park, the average output value of the completed projects shall not be less than 3 million yuan, and the developed and utilized area shall not be less than 80%
    of the existing area of the park.
    In the consultation draft, the score is required to be no less than 85 points, and the average output value per mu is not less than 4 million yuan

    In addition, the Measures also adjust
    the content and order of other conditions.

    In terms of the procedures for expanding the area, the Measures mention that for a chemical park applying for expansion, the park management agency shall submit the application documents and related materials
    for the expansion of the park to the local government in accordance with its affiliation.
    Among all the submitted materials, compared with the draft for comments, the Measures have added a "park management plan after expansion"
    .

    In addition, the Measures have added a chapter on "Area Expansion Management", in which two contents are listed, namely, "the announced park expansion area shall be built in accordance with the standards stipulated by the state and province, and at the same time can undertake the construction
    of chemical projects that meet the policy requirements.
    " Before the project is put into operation, the expansion area of the park should pass the acceptance
    organized by the provincial chemical industry special action office.
    "In principle, the provincial government will no longer newly designate key chemical monitoring points, and counties (cities, districts) with conditions can gradually merge the identified and announced key chemical monitoring points into the park management
    .
    " If the key monitoring points of the chemical industry are merged into the park, they may not be centralized and contiguous with the park, but they must be within the jurisdiction of the same county (city, district), and no more than 3 areas in a single park, and be managed in a unified manner
    with the existing park.
