Singapore to regulate five hazardous substances

On 7 February 2022, Singapore's National Environment Agency (NEA) under the country's Environmental Protection and Management Act 1999 (EPMA 1999) and the Environmental Protection and Management (Hazardous Substances) Regulations (EPM (Hazardous Substances) Regulations) Five Hazardous Substances (HS) are regulated

The NEA believes that these five substances have potential environmental and health effects and are regulated in compliance with Singapore's commitment to the Stockholm Convention (the global treaty on persistent organic pollutants) and the Rotterdam Convention (on certain hazardous chemicals).

The NEA proposes to publish controls on these five HSs in the Government Gazette by April 2022

At that time, economic operators (importers, manufacturers and distributors) of these five chemicals and products containing these chemicals will be required to apply for HS licenses for the import, export, sale, storage or use of these chemicals/ permission

Singapore is proposing to amend two pieces of legislation on the control of five chemicals

The recommendations will come into effect in March 2023
.

It is important to note that Part I of Schedule II of the Environmental Protection Act 1999 does not provide exemptions for each of these five chemicals
