In accordance with the Opinions of the State Council on Improving and Strengthening the Management of Central Financial Research Projects and Funds (No. 11 of Guofa (2014), the Notice of the State Council on Deepening the Management Reform Program of the Central Financial Science and Technology Plan (Special, Fund, etc.) (No. 64 of Guofa (2016)), and the Ministry of Finance of the Ministry of Science and Technology Documents such as the notice on further optimizing the project and fund management of the national key research and development plan (No. 45 of the State Science and Technology Development (2019)) are now soliciting opinions and suggestions from the community on the reporting guidelines for the 2020 targeted projects of the key projects of "Biosecurity Key Technology Research and Development" (draft for comments, see annex). For comments from 13 July 2020 to 28 July 2020, please send your email by 24:00 on 28 July.
The condensing layout and task deployment of the relevant key special projects of the National Key Research and Development Program have been consulted and reviewed by the Strategic Advisory and Comprehensive Review Committee, and the joint inter-ministerial meeting on the management of the National Science and Technology Program has been studied and considered and reported to the State Council for approval and implementation. This consultation focuses on the specific guidelines for the direction of the target indicators and related content of the rationality, scientific, advanced and other aspects to listen to the views and suggestions of all parties. The Ministry of Science and Technology, together with relevant departments, professional institutions and experts, will carefully study the comments and suggestions received and revise and improve the relevant key project declaration guidelines. The comments and suggestions collected will no longer be answered and responded to.
