If medical activities are carried out without registration, the maximum penalty shall be 15,000 yuan in accordance with Article 42 of the Regulations on the Administration of rural doctors' practices: If a medical activity is carried out in a village medical and health institution without registration, it shall be banned by the competent department of health administration of the local people's government at or above the county level, and its illegal income shall be confiscated, and if the illegal income is more than 5000 yuan, and the illegal income shall be fined between 1 and 3 times; If there is no illegal income or the illegal income is less than 5000 yuan, he shall be fined from 1000 yuan to 3000 yuan; if the patient causes personal injury, he shall bear civil liability according to law; and if he constitutes a crime, he shall be investigated for criminal responsibility according to law.

6. Chinese medicine practitioners who practice beyond the scope shall be fined 30,000 yuan and issued a warrant in accordance with Article 55 of the Chinese Medicine Law: In violation of the provisions of this Law, Chinese medicine practitioners who have obtained medical qualifications after examination shall engage in medical activities beyond the scope of their registered practice.
The competent department of Chinese medicine under the people's government at or above the county level shall order the suspension of practicing activities for more than six months and not more than one year, and shall be fined from 10,000 yuan to 30,000 yuan;
