The plan proposes to strengthen the clean production evaluation of high-energy-consumption and high-emission projects

The plan requires the promotion of green design of industrial products, the cultivation and development of 100 industrial product ecological (green) design demonstration enterprises, the formulation and revision of 100 green design evaluation standards, and the promotion of 10,000 green products

In terms of accelerating the clean replacement of fuel and raw materials, the plan proposes to actively promote clean and low-carbon energy for industrial furnaces, self-provided coal-fired power plants and coal-fired boilers that use coal, petroleum coke, heavy oil, residual oil, blue charcoal, etc.

In terms of promoting clean and low-carbon transformation of key industries, the plan proposes to select 100 companies in the iron and steel, coking, building materials, non-ferrous metals, petrochemical and chemical industries to implement clean production transformation projects, and promote a number of key enterprises to reach the international level of clean production

The clean production transformation project in the petrochemical and chemical industry includes technological transformation of high-efficiency catalysis, process enhancement, and high-efficiency distillation; promotion of integrated regeneration of oil refinery wastewater, advanced treatment and reuse of coal chemical concentrated salt wastewater, fine chemical micro-reactions, and harmless chemical waste salt Chemical soda production and other processes; implementation of green hydrogen refining and carbon dioxide coupling to methanol production and other carbon reduction projects

The plan also announced a clean production industry cultivation project, the main contents of which include support for the development of clean and efficient use of coal, hydrogen energy metallurgy, raw material substitution in the volatile organic compound industry, mercury-free polyvinyl chloride industry, and resource utilization of phosphogypsum and electrolytic manganese slag.

China will encourage all localities to explore and implement a hierarchical management model for enterprise cleaner production audits, and strictly implement cleaner production for enterprises with high energy consumption, high water consumption, and high emissions, and enterprises that produce, use, and discharge chemical substances listed in the priority control chemical list.
