The term "biosecurity" as used in this Law refers to the effective prevention and response of the State to the threat of dangerous biological factors and related factors, the steady and healthy development of biotechnology, the relative absence of danger and threat to people's life and health and ecosystems, and the ability of the biological field to safeguard national security and sustainable development.
This Law shall apply to the following activities: (1) prevention and control of major new outbreaks of infectious diseases, animal and plant outbreaks; (ii) biotechnology research, development and application; (iii) biosecurity management of pathogenic microbiological laboratories; (iv) management of the safety of human genetic resources and biological resources; (5) prevention of invasive alien species and protection of biodiversity; (6) response to microbial resistance; (vii) prevention of biological terrorist attacks and threats to biological weapons; and (vii) prevention of biological security-related activities.
3 Biosecurity is an important part of national security.

article 28 Disease prevention and control institutions, animal disease prevention and control agencies, plant pest control agencies (collectively called professional institutions) shall actively monitor infectious diseases, animal and plant diseases and unexplained diseases included in the scope of surveillance, collect, analyze and report monitoring information, and predict the occurrence and epidemic trends of new outbreaks of infectious diseases, animal and plant diseases.

30 the State shall establish a joint prevention and control mechanism for major new outbreaks of infectious diseases, animal and plant outbreaks.
In the event of a major new outbreak of infectious diseases, animals and plants, timely control measures shall be taken in accordance with relevant laws and regulations and the provisions of the emergency plan; the competent departments of health, agriculture, rural areas and forestry grasslands under the State Council shall immediately organize a meeting on the investigation and adjuvant of the epidemic, report the conclusions of the investigation and judgment to the Central Leading Body for National Security and the State Council, and inform other units of the Coordination Mechanism for National Biosecurity and other relevant departments of the State Council.
In the event of a major new outbreak of infectious diseases, animal and plant outbreaks, local people's governments at all levels shall uniformly perform their duties for the prevention and control of outbreaks in their administrative areas, strengthen organizational leadership, carry out group prevention and control, medical treatment, and mobilize and encourage social forces to participate in the prevention and control of outbreaks in an orderly manner in accordance with the law.
Article 31 The State shall strengthen the capacity-building for joint prevention and control of infectious diseases and animal and plant outbreaks at national and port levels, establish a network of international cooperation in the prevention and control of infectious diseases, animal and plant outbreaks, and detect and control major new outbreaks of infectious diseases and animal and plant outbreaks as soon as possible.
Article 32 The State protects wild animals, strengthens animal epidemic prevention and prevents the spread of animal-borne infectious diseases.
