Give Hainan greater reform autonomy

According to the actual needs of the Hainan Free Trade Port, the State Council and its relevant departments shall promptly authorize or entrust the Hainan Provincial People's Government and its relevant departments to exercise relevant management powers in accordance with the law

The state establishes a leading mechanism for the construction of the Hainan Free Trade Port, and coordinates the major policies and major issues of the Hainan Free Trade Port construction

Give Hainan a certain degree of legislative autonomy

The Hainan Provincial People’s Congress and its Standing Committee may, in accordance with the Hainan Free Trade Port Law, combine the basic conditions and actual needs of the construction of the Hainan Free Trade Port, and follow the constitutional provisions and the basic principles of laws and administrative regulations to deal with trade, investment and related management activities.
