    In accordance with the
    memorandum of understanding and subsequent consensus between NSFC and the New Zealand Health Research Council (HRC) on scientific cooperation, the two sides will jointly solicit cooperative research projects in the field of new coronavirus pneumonia (COVID-19) in 2020 to support scientists from China and New Zealand in their efforts to combat the global new crown epidemic.(i) Funding area
    1. Screening and development of broad-spectrum anti-neoviral drugs (Screening and development of broad-spectrum anti-COVID-19);
    2. Pathogens of animal-derived viruses and pathogenesis mechanisms of coronavirus infection (Etiology of animal-derived viruses and etiology and pathogenesis of coronavirus infection);
    3. New technologies and methods for rapid and accurate diagnosis of coronavirus (New technologies and methods for rapids and coronavirus);
    4. Preventive measures against coronary pneumonia (Prevention measures againST COVID-19);
    5. Coronavirus immune damage and antiviral immune protection mechanism (Immune system impairment by coronavirus and protective immune mechanisms against virus).

    (ii) Application Code
    Chinese applicants please select the Medical Science Department code (H3106, H1904, H1911, H26, H1005) as the application code 1 to complete the Chinese application.
    (iii) the scale of funding
    the scale of funding for this cooperative research project shall not exceed three.
    (4) Funding Intensity
    China's direct funding for approved projects shall not exceed 1.5 million yuan per item, including research funds and international cooperation and exchange costs. The intensity of the new funding is not more than NZ$350,000/item.
    (v) The declaration requirements
    1. The funding period is 2 years, and the research period in the application should be filled in from July 1, 2021 to June 30, 2023.
    2. The number of domestic cooperative research units shall not exceed two.
    3. Applicants from Both sides are required to submit project applications to the NSFC and HLC, respectively.
    4. Project applications should reflect strong joint and complementary advantages.applicants should have the following conditions:
    (1) have senior professional and technical positions (title).
    (ii) as the project leader, is undertaken or has undertaken projects of the National Natural Science Foundation of China for 3 years or more.
    (iii) has a good basis for cooperation with foreign (regional) partners.
    (iv) For detailed information on eligibility, please refer to the 2020 National Natural Science Foundation of China Project Guide.international (regional) cooperative research projects of the National Natural Science Foundation of China include inter-organizational international (regional) cooperative research projects and key international (regional) cooperative research projects. This cooperative research project is an inter-organizational cooperative research project, and applicants are subject to the following restrictions when applying:
    (i) applicants (excluding major participants) can only apply for one international (regional) cooperative research project in the same year.
    (ii) the person in charge of an international (regional) cooperative research project shall not apply for the cooperative research project listed in this Guide as an applicant.
    (3) This cooperative research project shall not be included in the scope of investigation of the total number of applications and undertaken by senior professional and technical positions (title) personnel limited to 2 items.
    (iv) Other limits on the number of applications in the 2020 National Natural Science Foundation Project Guide. (1) Precautions for applicants
    Applications for cooperative research projects are written online, and the specific requirements for applicants are as follows:
    1. Applicants should carefully read the relevant contents of this project guide and the 2020 National Natural Science Foundation project guide before filing the application, and project applications that do not meet the project guidelines and related requirements shall not be accepted.
    2. The applicant logs into the Science Foundation Network Information System () and writes the Application for cooperation and exchange project of NSC International (Region) in accordance with the outline and related requirements (hereinafter referred to as the "Chinese Application"). The specific steps are:
    (1) select the "Project Owner" user group login system, click on the "online application" to enter the application interface, click on the "New Project Request" button to enter the project category selection interface.
    (2) to expand the drop-down menu by clicking on the "International (Regional) Cooperation and Exchange Program" left-hand plus sign or right-hand "Expand" button.
    (3) Click on the "Inter-Organization Cooperation Research (Inter-Organization Cooperation Agreement Project)" on the right side of the "Fill in the application", enter the "Cooperation Agreement" interface, select "NSFC-HRC (China New)" in the drop-down menu, and then enter the fund project approval number to rely on according to the system requirements, after passing the qualification to enter the specific application filling interface.
    3. Inter-organizational cooperative research projects are funded on a scaled scale. Applicants shall carefully read the contents of the budget reporting requirements of the 2020 National Natural Science Foundation Project Guide, and strictly follow the Measures for the Administration of Funds for Projects Funded by the National Natural Science Foundation of China," and "Additional Notices on Issues Related to the Management of Funds for Projects Funded by the National Natural Science Foundation of China" (Finance, Science and Education (2016) No. 19), The notice of the National Natural Science Foundation of China
    , the Ministry of Finance on further improving the project and fund management of the Science Foundation (No. 31 of the National Science Foundation of China) and the "Notes on the Preparation of the Budget Statement of the Project Funds of the National Natural Science Foundation of China" are carefully and truthfully compiled into the Budget Table of the Project Funds of the National Natural Science Foundation of China.
    4. In preparing the application materials and implementing the project, Chinese applicants and relying units shall abide by the provisions of the State on pathogenic microorganisms, ethics and biosecurity, and the management of human genetic resources, and the collection, management and exchange of data and related materials shall strictly abide by the relevant laws and regulations of the two countries. Applications for projects involving pathogenic microbial research shall strictly implement the Regulations on biosecurity management of pathogenic microbiology laboratories (State Decree No. 424) and the relevant provisions of relevant ministries on ethics and biosecurity. Applications for projects involving research on human genetic resources shall be made in strict compliance with the relevant provisions of the Regulations of the People's Republic of China on the Administration of Human Genetic Resources (Decree No. 717).
    5. Request for materials. After the applicant has completed the writing of the application, he or she submits the e-application and the annex materials online without submitting the paper application. Once the project has been approved, the paper signature stamp of the application will be stapled at the end of the Funding Project Plan and submitted. The information signed and stamped should be consistent with the electronic application.

    (1) English application co-authored by the partners (please download Annex 1 to complete).
    (2) Applicants from both parties are required to agree on the content of the cooperation and intellectual property rights and sign a cooperation agreement (see annex 2 for model agreements).
    (3) for a project involving medical ethics, please provide the approval letter (scan) of the
    of the ethics review committee of your unit or superior authority.
    (4) for project applications involving highly pathogenic pathogenic microorganisms, please provide a biosecurity commitment (scan) that is sealed by the unit.
    (2) Relying on the unit notes
    Relying on the unit shall examine the authenticity, completeness and compliance of the application materials submitted by the applicant of the unit, the objective relevance of the declared budget, the policy conformity and the economic rationality. This project is included in the scope of paperless application, relying on the unit to complete the e-application and attachment materials item by item confirmation, should be submitted before the deadline for the submission of the application materials through the ISIS Science Foundation network system to upload the unit's scientific research integrity commitment of the electronic scanning (please download the template in the ISIS Science Fund network system, print and fill in by the legal representative autograph, relying on the unit stamped), without the need to provide paper materials. Once the project has been approved, the paper signature stamp of the application will be stapled at the end of the Funding Project Plan and submitted. The information signed and stamped should be strictly consistent with the electronic application.
