The main content of this adjustment is: the current batch sampling inspection of imported crude oil carried out by the customs, and the release after conformity assessment is adjusted to "release before inspection".
"First release" means that after the imported crude oil meets the requirements of customs on-site information verification and sample preparation, the enterprise can carry out unloading and transshipment work; "post-inspection" refers to the laboratory testing and conformity assessment of imported crude oil.
The new policy also requires that the imported crude oil that has been “released first and then inspected” can only be sold and used by enterprises after the customs has passed the inspection and the certificate is issued.
In addition, if major issues such as safety, hygiene, environmental protection, and trade fraud are discovered during inspection and supervision, the customs will deal with them in accordance with the law and adjust the inspection and supervision methods in due course.
