When introducing the background of the "Plan", it was pointed out that the breeding of sows is the basis of pig production and the "master switch" of market supply.
It is reported that since 2009, China's live pig production and pork market supply have experienced 4 major fluctuations (on average every 3 years).

At the same time, the "Plan" emphasizes that the stock of reproductive sows fluctuates within a reasonable range of the normal stock, but when there is an abnormal decrease in the production and supply of breeding pigs, the number of newborn piglets or the number of live pigs, the agricultural and rural departments at all levels must cooperate with relevant departments.
During the "14th Five-Year Plan" period, the number of breeding pig core groups in the national core pig breeding farm will be maintained at more than 150,000 heads, and the minimum population will be no less than 120,000 heads
In addition, in terms of regulating the production capacity of large-scale pig farming, the "Plan" requires that the number of large-scale pig farms (households) must be determined, and it is specifically pointed out that the number of large-scale pig farms (households) must be maintained in general, and it must not be demolished illegally.
The "Plan" requires that all regions need to establish production capacity control bases at different levels
It is reported that the production capacity control base will give priority to the relevant live pig production support policies in accordance with the law
