    The Ministry of Economy of Ukraine recommended last week that the export of sunflower seeds should be banned from May 15 to September 30, although the number of sunflower seeds exported has been low.
    More than 20 years ago, Ukraine was the world's leading exporter of sunflower seeds, but since Ukraine imposed a 23% tariff in 1999, sunflower seed exports have basically stopped.
    Subsequently, Ukraine's sunflower oil production surged, making Ukraine one of the world's major sunflower oil exporters.
     
    After the decision to merge with the Ministry of Economy was revoked, the Ministry of Agriculture of Ukraine regained the jurisdiction of the Ministry of Agriculture last week.
     
    Ukraine will limit the export volume of sunflower oil in 2020/21 to 5.
    38 million tons to prevent domestic sunflower oil prices from rising.
     
      Leshchenko said that banning the export of sunflower seeds is an illegal measure, because according to the current law, such measures can only be implemented when the market balance is interrupted or there is a shortage of supply, but Ukraine does not lack sunflower seeds.
    He said that such a ban would only create conditions for anti-competitive activities.
     
      The Ministry of Economy of Ukraine stated that the ban can help prevent domestic sunflower oil prices from rising.
    But Leshchenko said that this approach is based on dangerous populism, threatening the development of the sunflower seed industry, and will not solve the problem.
