    According to the Ministry of Environmental Protection website news, in order to further strengthen the environmental management of crisis-related and related construction projects, the Ministry of Environmental Protection will be in late October in some provinces (regions, cities) key chemical parks and crisis-related, key construction projects related to environmental assessment special inspection.Pan Yue, vice minister of environmental protection, said that at present, China's dangerous, chemical-related parks and construction projects are still facing a serious environmental security situation, layout of environmental risks, is still a major threat to environmental safety, public health and even social stability. In 2006, in order to eliminate the outstanding environmental risks in the chemical and petrochemical industry, the former Environmental Protection Administration conducted a risk check of 7555 chemical and petrochemical projects, which showed that there were more serious environmental risks in chemical and petrochemical projects, but the corresponding preventive mechanisms were clearly flawed. From the point of view of environmental protection, the essence of these problems is the two outstanding contradictions between the layout of industrial space and the pattern of ecological security, as well as between the scale of industrial structure and the carrying of resources and environment. From the development trend, in the short term, the rapid expansion of such industries and projects on environmental security pressure increased, the impact on the ecological security pattern increased, the threat to urban environmental security increased, the enterprise environmental risk prevention capacity is also increasing. This requires us to effectively increase the planning of EIA efforts, strengthen the EIA special clean-up work, check the past approved projects around the existence of arbitrary changes in planning.Pan Yue said that in order to implement the spirit of the central leadership's instructions and safeguard the public's environmental rights and interests, the Ministry of Environmental Protection has organized a series of special work on follow-up remediation and environmental assessment of pollution issues, and issued a "notice on the implementation of chemical and non-colored industries involved in hazardous waste construction projects EIA special clean-up work", to increase the intensity of special clean-up efforts. At present, the local environmental protection departments earnestly implement the requirements of the notice, in accordance with the principle of "territory management", organize the competent departments of environmental protection at all levels in the administrative regions to carry out clean-up work on the construction projects in the administrative regions, the first phase of construction projects clean-up and spot checks have been completed. In accordance with the second phase of work arrangements, combined with the new situation of environmental protection, the Ministry of Environmental Protection decided to draw the relevant departments and provincial environmental protection personnel, divided into 6 groups, from late October to early November, in Hebei, Inner Mongolia and other 16 provincial administrative units to organize the key construction projects involved in the risk of environmental assessment site inspection, spot checks.Pan Yue pointed out that the special inspection of the EIA will spot-check key chemical parks and hazardous chemicals-related port areas, petrochemical, chemical, non-ferrous metals, port terminals and other key industries at the provincial level and above approved by the environmental protection departments of key construction projects. For chemical parks (port areas), the focus is on checking whether to carry out planning EIA, whether planning EIA requirements are implemented, changes in peripheral planning, whether new environmentally sensitive protection objectives have been added, environmental risks and rectification plans. For key construction projects involving hazardous waste, on-site spot checks on hazardous waste management, whether hazardous waste disposal complies with relevant regulations, whether rectification requirements are implemented, and whether there are still problems. For key construction projects involving hazardous chemicals, check whether the key construction projects have implemented the environmental risk prevention measures proposed by EIA and acceptance. If problems are found, local corrections will be urged immediately.
