The Notice puts forward 12 specific measures in five aspects, including accurately defining the scope of new renewable energy electricity consumption, using renewable energy green power certificates (hereinafter referred to as green certificates) as the basic certificate for the recognition of renewable energy electricity consumption, and improving the statistical accounting system of renewable energy consumption data, providing a guarantee
for improving the "dual control" system of energy consumption intensity and total volume.

The Notice emphasizes that renewable energy that is not included in the total energy consumption mainly includes renewable energy
such as wind power, solar power generation, hydropower, biomass power generation, and geothermal power generation at this stage.
Based on the renewable energy electricity consumption in each region in 2020, the new renewable energy electricity consumption during the 14th Five-Year Plan period compared with the previous year will be deducted
when assessing the total national and local energy consumption.

The Notice states that the green certificate is a certificate
for renewable energy electricity consumption.
The renewable energy consumption of each provincial-level administrative region shall be based on the green certificates held by various types of electricity users in the province as the benchmark
for relevant accounting work.
The renewable energy consumption of the enterprise shall be based on the green certificate held by the enterprise for the current year as the benchmark
for relevant accounting work.
The scope of green certificate issuance covers all renewable energy power generation projects, and the green certificate can be transferred
in principle.

The "Notice" also makes it clear that it is necessary to scientifically implement the responsibility assessment and assessment
of energy conservation targets.
