According to the National Energy Administration on October 25, the National Energy Administration issued a notice
on the establishment of a monitoring mechanism for the implementation of the 14th Five-Year Plan for Scientific and Technological Innovation in the Energy Field (hereinafter referred to as the "Plan").

Among them, the key task is to establish a database
of scientific and technological innovation projects in the field of energy.
According to the overall objectives of the Plan, clarify key tasks (i.

The list of key tasks is mainly divided into advanced renewable energy power generation and comprehensive utilization technology, new power system and its supporting technology, safe and efficient nuclear energy technology, oil and gas safety and supply technology, coal clean, low-carbon and efficient development and utilization technology, gas-fired power generation technology, and energy system digital and intelligent technology

In order to deeply implement the new strategy of "four revolutions, one cooperation" energy security strategy and innovation-driven development strategy, implement the "14th Five-Year Plan" for scientific and technological innovation in the field of energy (hereinafter referred to as the "Plan"), form a joint force to accelerate the progress of energy science and technology, and conduct business related institutions, our bureau will establish a monitoring mechanism for the implementation of scientific and technological innovation projects in accordance with the overall goals and key tasks of China's energy science and technology innovation in the "14th Five-Year Plan" period, serve market entities, and ensure the smooth implementation of the tasks of the "Plan", and hereby notify the relevant matters as follows

First, the general idea

Publish the list of tasks in the Plan, and in accordance with the principles of "unveiling the list and listing the commanders" and voluntary declaration, widely solicit projects relying on the implementation of the tasks of the Plan and other relevant major scientific and technological innovation projects in the energy field, and establish a database
of concentrated research and demonstration test implementation monitoring projects.
Improve the implementation of monitoring project information reporting, regular evaluation and dynamic adjustment mechanisms to ensure that scientific and technological innovation tasks in the energy field are "subject to research, projects to land, progress can be tracked, and dynamic adjustment"

Give play to the role of local energy authorities in organizing and implementing the main body and the innovation of energy enterprises and scientific research institutes, promote the close integration of science and technology and finance, and realize the integration and integration of planning, tasks, projects, resources and policies

Key tasks

(1) Establish a database
of scientific and technological innovation projects in the field of energy.
According to the overall objectives of the Plan, clarify the key tasks (i.
e.
, the "list", see Annex 1 for details), solicit projects to support the implementation of the tasks of the Plan, and establish a centralized research and demonstration test implementation monitoring project database
.
Projects that are truly significant and innovative outside the list can also be included in the implementation monitoring project pool
after evaluation.
The implementation monitoring project database is managed
by perennial recommendation, batch storage, and regular release.
Project recommendation is normalized, and the National Energy Science and Technology Resource Platform is open to accept recommended projects
all year round.
During the "14th Five-Year Plan" period, in principle, no separate project solicitation notices will be issued, and adjustment notices
will be issued in a timely manner according to the needs of industry development.
Recommended projects that meet the requirements are included in the implementation monitoring project database in a timely manner, and our bureau regularly publishes a project list every year to clarify the specific projects
that undertake the key tasks of scientific and technological innovation in the energy field.

Each provincial-level energy authority shall take the lead in organizing and recommending projects within its jurisdiction, and the relevant central enterprises shall be responsible for the organization and recommendation of projects of
their respective enterprises.
The Chinese Academy of Sciences is responsible for the organization and recommendation of
relevant projects affiliated to the academy.
The National Energy R&D Innovation Platform is responsible for the recommendation of
this project.

Our bureau organizes the review of the completeness of project materials and the compatibility with the overall goals of scientific and technological innovation in the energy field of the 14th Five-Year Plan, and includes projects that meet the requirements into the implementation monitoring project database
.
Among them, the demonstration test project should be a project that has been approved, prepared, under construction or put into production, and if it involves the creation of demonstrations, it shall comply with the central government's regulations on the management of the creation of
demonstration activities.
The national science and technology plan, the first (set) of major technical equipment in the energy field relying on the project and various national demonstration projects are prioritized into the project database
under the premise of meeting the deployment of key tasks in the "list".

(2) Carry out dynamic monitoring
of projects.
For projects included in the project database, our bureau entrusts a third-party institution to build a project monitoring information platform and establish a monitoring indicator system
.
The project undertaking should formulate a specific work plan, clarify the timetable and roadmap for project implementation, implement the responsibility to the post, fill in the progress of the storage project on a quarterly basis through the monitoring information platform, and report the important progress in the project implementation process to our bureau
in time.
Based on this, our office tracks and monitors the implementation of the project and dynamically adjusts the project library

(3) Complete mechanisms for rolling revision of
the Plan.
Our bureau organizes the implementation evaluation of the Plan, entrusts a third-party institution to carry out the mid-term assessment and summary evaluation of the implementation of the Plan according to the tasks of the Plan in the project database, strengthens the application of the evaluation results of the implementation of the Plan, and adjusts the relevant content
of the Plan in a timely manner.

Third, do a good job in the support service of warehousing projects

The first is to promote the priority implementation of demonstration projects in projects, actively coordinate the priority implementation of demonstration projects for new technologies with major strategic value and market prospects, and support the inclusion of various national-level demonstration projects and relevant local plans
.
The second is to take the project implementation results as an important basis for the construction and management of the national energy R&D innovation platform, support the implementation entities with outstanding scientific and technological innovation achievements of the project to lead or participate in the national energy science and technology innovation tasks, and give full play to the demonstration role
of industry leadership.
Third, our bureau will regularly push the "14th Five-Year Plan" Energy Science and Technology Innovation Project List to banks and other financial institutions, reduce the financing cost of energy enterprises and increase the intensity
of energy science and technology investment for eligible projects.
The fourth is to encourage the project results to be prioritized into the list of the first (set) major technical equipment in the energy field and the catalogue of guidance for the promotion of technical equipment in the energy industry, and promote the promotion of
industrialization.
Fifth, actively coordinate and solve the problems encountered in the implementation of the project, and the provincial energy authorities actively coordinate with relevant local departments to coordinate and promote the implementation of
relevant projects in their respective regions.
The sixth is to study and establish a regular announcement system for scientific and technological innovation achievements, and strengthen the publicity and promotion of major scientific and technological innovation achievements of the project through platforms such as press conferences, energy work meetings, and
energy science and technology conferences.
