The National Technical Committee for The Standardization of Coatings and Pigments successfully convened 4 strong bids and 1 bid review meeting

On September 24-25, the secretariat of the National Technical Committee for the Standardization of Coatings and Pigments organized a review meeting in Changzhou on four mandatory national standards, namely, the limits of hazardous substances in wall coatings for buildings, the limits of hazardous substances in wood coatings, the limits of harmful substances in vehicle coatings, the limits of harmful substances in industrial protective coatings, and the technical requirements for low volatile organic compound content coating products. The head of the Atmospheric Division of the Ministry of Ecological Environment attended the meeting and delivered a speech, conveying the relevant policies of the state on VOC emission control, Su Chunhai, director of the National Coating Quality Inspection Center, on behalf of the standard committee secretariat to assume the unit's strong support to the higher authorities, the active cooperation of the member units of the working group, and the hard work of the members of the standard project team expressed gratitude. About 300 representatives from the General Committee of The Paint Standards Committee and members of the working group composed of scientific research institutions, production enterprises, user units, testing institutions, trade associations, etc. from all over the country attended the meeting

to the meeting members in accordance with the "industry and communications industry mandatory national standard-setting procedures and requirements (trial)", "national standard management measures" and other provisions of the above-mentioned five standards of technical content of the scientific, reasonable, applicable, compliance with relevant policy requirements, technical content and preparation format, etc. have been carefully reviewed, all five standards were adopted. The secretariat of the Coatings Standards Commission plans to complete the approval process by the end of September.
The State Council's "Notice on the Issuance of the Three-Year Action Plan to Win the Blue Sky Defense War" (Guofa (2018) No. 22) calls for "the completion by the end of 2019 of mandatory national standard-setting for VOCs content limits for products such as coatings, inks, adhesives, cleaning agents". In order to carry out the spirit of the notice, in accordance with the requirements of the higher authorities, the Paint Standards Committee declared four mandatory national standards for VOC limits and one recommended national standard system revision plan.
the revision of the four mandatory standards and the development of one recommended standard requires a short time frame for completion and heavy tasks. Under the guidance of the Petrochemical Federation, with the strong support of higher authorities, production enterprises, scientific research units, paint users, and relevant trade associations, through the hard work of drafters and secretariat staff, successfully completed the industry research, data testing, working group meetings, consultation, standard review and other stages of the task. The smooth adoption of this review meeting condensed the hard sweat of the standard project leader, highlighting the serious responsibility of the standard committee personnel, the spirit of hard study and excellent technical ability, for the country's environmental protection cause to contribute their own strength.
