In recent years, our country has faced serious air pollution problems, especially the haze problem, which has greatly affected the normal life, health and safety of residents.
Among them, volatile organic pollutants (VOC) are one of the main sources of PM2.
5 in the ambient air, and the secondary pollutants generated therefrom are also the cause of haze weather.

To this end, on September 27, 2012, the State Council formally approved the "Twelfth Five-Year Plan for Air Pollution Prevention and Control in Key Areas", in which the part related to automotive coatings clearly pointed out that "new motor vehicle manufacturing and coating projects, water-based coatings, etc.
The proportion of coatings with volatile organic compounds content in the use of medium coatings shall not be less than 80%".

In 2013, the State Council issued the "Air Pollution Prevention and Control Action Plan" (Guo Fa [2013] No.
37), in which Article 1 of the "National Ten Articles" pointed out the need to promote VOC pollution control.
VOC emissions in the coatings industry are one of the sources of VOC.
For this reason, the Air Pollution Prevention and Control Action Plan specifically proposes that the promotion of VOC pollution control must "improve the volatile organic compound limit standards for coating products, promote the use of water-based coatings, and encourage production, sales and use.
Low toxicity, low volatility organic solvent".

In improving the quality standards of coatings containing volatile organic compounds, the National Coatings and Pigments Standardization Technical Committee has carried out a lot of fruitful work over the years.

Following the establishment of the “National Standard System for Low Pollution and Safety of Coatings” composed of 27 standards in China in 2008, the Standards Committee has successively formulated and revised more than 20 environmentally-friendly coating product standards and method standards in recent years.

From March to April 2016, the Standards Committee successively held a number of 2016 standard-setting working meetings in Changzhou, including "Interior Coatings for Children's Room Decoration", "Water-based Coatings for Automotive Plastic Parts", "Glass and Ceramic Products" "Decorative Waterborne Coatings", "Solvent-Free Anticorrosive Coatings", "Waterborne Anticorrosive Coatings for Steel Structures", "Waterborne Primer for Rusty Coatings" and other product standards, as well as "Volatile Organic Compounds in Radiation Curing Coatings" Methods and standards such as "Determination of Content", "Determination of Volatile Organic Compounds (VOC) Content in Coatings Containing Reactive Diluents", etc.
all directly refer to the goal of reducing the content of volatile organic compounds in coating products.

A few days ago, the China Petrochemical Federation issued a document "Notice on Compiling the Green Petrochemical Industry Standard System Construction Plan" (Sinopec Lian Qiao [2016] No.
31), announcing that the Petrochemical Federation will formulate and issue the "Green Petroleum and Chemical Industry" in June 2016.
Development Action Plan (2016-2020>", the construction of a green petrochemical industry standard system will be one of its important contents.

In the next step, the National Coatings and Pigment Standardization Technical Committee will continue to play an active role, combining the requirements of the State Council’s "Implementation of the Quality Development Outline 2016 Action Plan" and the establishment of the Green Petrochemical Industry Standard System of the Petrochemical Federation, and continue to improve the coating-related standards.
The requirements of VOC control have promoted the acceleration of the transformation and upgrading of my country's coatings industry in the direction of environmental protection.
