    1) For discharge points that discharge toxic and harmful gases, dust, and smoke without organization, if it is possible to achieve organized discharge, check whether the pollutant discharge unit has carried out rectification and implement organized discharge;




    2) Check the dust from coal yard, stock yard, cargo and the dust during construction production, and whether the measures to prevent and control dust pollution or the installation of dust prevention equipment are taken as required;

    Exhaust gas collection should follow the principle of "collect all due and collect by quality".
    The exhaust gas collection system should be designed comprehensively according to factors such as gas properties and flow rate to ensure the exhaust gas collection effect.

    Airtight, isolation and negative pressure operation measures should be taken for equipment that generates fugitive dust or harmful gas.

    For high-concentration organic waste gas, condensation (cryogenic) recovery technology, pressure swing adsorption recovery technology, etc.
    should be used to recover the organic compounds in the waste gas, and then other treatment technologies should be assisted to achieve discharge standards.




    3.
    For medium-concentration organic waste gas, adsorption technology should be used to recover organic solvents or thermal incineration technology to purify and discharge up to the standard.




    4.
    For low-concentration organic waste gas, when there is recovery value, adsorption technology should be used; when there is no recovery value, adsorption concentration combustion technology, regenerative thermal incineration technology, biological purification technology or plasma technology should be used.




    5.
    Malodorous gas can be discharged after purification by using microbial purification technology, low-temperature plasma technology, adsorption or absorption technology, thermal incineration technology, etc.
    , without affecting the surrounding sensitive protection targets.




    6.
    In principle, chemical enterprises with continuous production should adopt recycling or incineration methods for the treatment of combustible organic waste gas, and chemical enterprises with intermittent production should adopt incineration, adsorption or combined processes.

    Dust waste gas should be treated by bag dust removal, electrostatic dust removal or a combination process with bag dust removal as the core.
    Industrial boilers and industrial furnaces give priority to clean energy and high-efficiency purification processes, and meet the requirements for emission reduction of major pollutants.




    8.
    Improve the degree of automation of waste gas treatment.
    The spray treatment facilities can adopt liquid level automatic control instrument, pH automatic control instrument and ORP automatic control instrument, etc.
    The dosing tank is equipped with a liquid level alarm device, and the dosing method should adopt automatic dosing.




















    If there are flow meters and pollution source monitoring equipment, check the operation records;




    If there is a water supply device or a water consumption certificate, the water discharge shall be calculated based on the water consumption;








    Check that the quality of discharged wastewater meets the requirements of national or local pollutant discharge standards.




    Check the models and specifications of monitoring instruments, meters, and equipment, as well as the verification and calibration conditions.




    Check the monitoring and analysis methods used and the water quality monitoring records.
    On-site monitoring or sampling can be carried out if necessary.

    All trenches and ponds are poured with concrete, with anti-seepage or anti-corrosion measures.

    Disposal of production wastewater and initial rainwater.
    Enterprises that treat and discharge wastewater on their own should establish wastewater treatment facilities that are compatible with their production capacity and types of pollutants.
    The wastewater treatment facilities are operating normally and can stably discharge up to standards; enterprises that take over wastewater should establish pretreatments that are compatible with their production capacity and types of pollutants.
    Facilities and pretreatment facilities are operating normally and can stably meet the takeover standards; enterprises entrusted for wastewater disposal must sign an agreement with qualified units, complete approval and transfer procedures, and establish entrusted disposal accounts.




    3.
    Disposal of domestic sewage.
    For enterprises that have the conditions for takeover, domestic sewage must be taken over into the sewage plant for treatment; for enterprises that do not have the conditions for takeover, they shall be treated in accordance with regulations.

















    1) Check whether the polluters are in nature reserves, scenic spots, drinking water source protection areas, basic farmland protection areas, and other areas that need special protection.
