The U.

Department of Commerce's International Trade Administration (ITA) has included provisions
for an aluminum import monitoring and analysis program in its fiscal year 2021 congressional budget estimate requirements, according to a U.
S.
Commerce Department document released Monday.
According to the budget request document, Commerce plans to provide ITA with financial resources starting in 2021 to develop the necessary personnel and technical resources to "develop new systems to track imports of aluminum products and provide an early warning system for import surges.
"
The Aluminum Association, a longtime advocate of the aluminum import monitoring program, praised the plan for being included in budget requirements
.
Lauren Wilk, vice president of policy and international trade at the Aluminum Association, said in a statement: "We are pleased that the government's action to establish an aluminum import monitoring system and prioritize other trade enforcement will help level the playing field
for aluminum workers across the country.

The Congressional Aluminum Caucus first called for a formal aluminum import monitoring system
in a letter to Commerce Secretary Wilbur Ross in October.
The trade group said that to solve the aluminum trade problem with China, it is still necessary to continue trade-focused efforts rather than import monitoring programs
.
The report added that although China has reduced its aluminum exports to the United States in recent years through successful antidumping and countervailing duty cases, China's aluminum overcapacity continues to grow
.
"China's aluminum overcapacity has increased by 60% over the past five years and is increasingly being exported to third countries, further distorting global markets
," the report declared.

The trade group said it also supports further reforms to the Commerce Department's Section 232 aluminum import ban process, adding that the Department's Bureau of Industry and Security continues to exempt a large number of aluminum flat-rolled products from China and other countries from tariffs
.
In 2020 alone, the Commerce Department approved nearly 5 billion pounds of canned inventory exclusion requests, a significant portion of which came from China
, the association said.
According to the budget document, the Commerce Department's budget request also includes $3 million to support the ITA's role in analyzing Section 232 exclusion requests and $2 million to enforce antidumping and countervailing duty orders
.
"The Aluminum Import Monitoring and Analysis Program will help government officials and the industry as a whole better identify trade flows and address aluminium misclassification, transshipment and tax evasion
," the Aluminum Association said.
