The designation of titanium dioxide as a carcinogen in powder form has caused a sensation in the coatings industry. What are the consequences for the powder coatings industry? We spoke with Bjorn Karlsen, Chairman of CEPE Powder Coatings.
the extent to which powder coatings are affected by classification?
impact of this on the powder coatings industry can be found in Note W and Note 10 of the 14th ATP

. It seems clear to us that health hazards are defined as related to the aerodynamic diameter of particles containing titanium dioxide, not just titanium dioxide. Therefore, powder coatings that are colored with TiO2 are indeed within the scope of this regulation. We understand that the reasons behind it are related to inhalation risk. The tricky part is that labels are associated with titanium dioxide content and micro-powdering technologies used in our industry.
    does this affect powder coatings?
Karlsen is chairman of CEPE Powder Coatings.
means that you may encounter a situation where two different suppliers have different labels for two paints of the same color serving different applications. This also means that the label will be linked to the color, because pure white will have a label, while black will not. If gray appears in the middle, the markings will depend on the titanium dioxide content and the micro-powdering technique used.
you think this will have a negative impact on the powder coatings industry?
some labelers may have problems working with new labels, while others may have the appropriate tools installed. I believe there will be efforts towards innovation to avoid the use of hazardous labels as much as possible. This is related not only to titanium dioxide, but also to general development. But fortunately, our industry is already quite advanced, so I think most industries are perfectly capable of dealing with such topics.
Nevertheless, it is a good idea for companies to prepare early to ensure that, first, we all understand the law correctly, second, allow implementation, and second, allow innovation, giving us the opportunity to create unlabeled products.
the department of powder coatings do in terms of legislation?
the industry group is preparing circulars for its members, which will also be passed on to its customers. It contains information about the consequences of the 14th ATP and follow-up questions we expect from customers who need to prepare themselves. Experts should communicate the answers to such questions well to avoid misunderstandings in the market. While we may not all agree with the text on the label, proper communication is critical to ensuring that the label is properly understood and communicated throughout the value chain.
other projects that the industry group is currently working on?
priorities now are all issues related to a common and clear understanding of the law and their proper communication along the value chain. In all respects, we face new regulations that make the safe handling of chemicals critical to our industry. Powder coatings are known to be an environmentally friendly solution, so we need to defend the position we already have. Energy use, carbon footprint, cradle-to-grave - these issues are important to us.
