Russia will remain the world's largest wheat exporter in the 2020-2021 agricultural year (July 1, 2020-June 30, 2021), even with grain export quotas and an export tax on wheat, according to a January report released by the U.S. Department of Agriculture. "Russia was the largest exporter of wheat in 2017-2018 and 2018-2019, and despite the pressures of these new trade-distorting measures on international price growth, Russia is expected to become the largest exporter again in 2020-2021,"
said.
" Russian government announced at the end of December a series of measures to deal with rising domestic prices, including setting an export quota of 17.5 million tons of wheat, rye, barley and maize from February 15 to June 30, 2021.
will be distributed among exporters on a historical basis, depending on the size of the exporter's exports for the first half of the agricultural year (1 July-31 December 2020).
also from 15 February to 30 June 2021, an export tax will be imposed on cereals.
, wheat tariffs would be 25 euros per ton and other grain tariffs would be zero.
ministry sources said the cabinet plans to discuss a wheat export tax of more than 25 euros, other grain export taxes unchanged.
the U.S. Department of Agriculture cut its annual forecast for Russian wheat exports to 39 million tons from 40 million tons in December, even as Russia restricts wheat exports.
but even so, it is higher than expected wheat exports from other countries.
.S. Department of Agriculture estimates that the U.S. will export 2,700 tons in 2020-2021 (unchanged forecast) and EU countries 26.5 million tons (the previous forecast was 26 million tons).
July-December 2020, Russia exported about 25 million tons of wheat, almost two-thirds of the total expected for the agricultural year, according to USDA documents.
russian wheat exports "almost exceeded the expected exports of the United States, the world's second-largest exporter, throughout the agricultural year".
