VOC sewage charges are fully levied for coating companies "doing not escape"

According to the "Measures", the pilot industries for VOC discharge fees include petrochemicals and packaging and printing, crude oil processing and petroleum products manufacturing, organic chemical raw materials manufacturing, primary form plastics and synthetic resin manufacturing, synthetic rubber manufacturing, and synthetic fiber (polymerization).

The "VOC" mentioned in the "Measures" refers to the general term for volatile organic compounds under certain conditions.

The "Measures" also stipulate that the VOC emissions of polluters in the petrochemical industry should be distinguished from the VOC pollution source items in the production process and calculated by methods such as actual measurement, material balance calculation, and model.

Increased VOC emission cost

It is understood that the "Measures" for the first time through economic means to limit VOC emissions, is expected to effectively promote VOC governance.

According to the "Research on the Spatial and Temporal Distribution Characteristics of VOCs Emissions from Industrial Sources in my country and Control Strategies" statistics, in 2010, domestic VOCs emissions from industrial sources were about 13 million tons, of which petrochemicals and printing were 2.

Calculation problems still exist

Although the "Measures" have long been announced, but entering the actual operation stage, experts believe that emission estimation is still the primary problem.

Chen Changhong of the National Key Laboratory of Atmospheric Compound Pollution Causes and Prevention of Environmental Protection City and Shanghai Academy of Environmental Sciences also believes that Chen Changhong believes that VOC is the content that currently has the strongest demand for the management of environmental air quality in domestic cities and regions, but people are more concerned about VOC.

　　In the current VOC pollution prevention and control, emission measurement is still the primary problem.

　　At present, VOC emission calculation has initially solved the total amount and source of departmental emissions, corporate emissions, and urban VOCs emissions, but the emission link is not clear, the emission inventory and process flow, maintenance level, management level are disconnected, and emission factors are not localized.

　　"From the perspective of the requirements of compliance management, the most urgent thing is to establish a standard method for total VOCs emission estimation, the emission factors and QA/QC procedures related to the process, and the establishment of various atmospheric VOCs emission reduction demonstration projects.

　　A person from a large state-owned enterprise engaged in the testing business told reporters that in addition to the imperfect technology, domestic related companies still have the problem of "bad money driving out good money" in VOC testing and other fields, and stronger supervision is needed instead of moral restraint.

　　Coating companies should take precautions

　　Although coating products have not been included in the scope of the VOC emission charge pilot program, it may only be a matter of time.

　　For paint companies, they should take precautions to deal with the formal collection of VOC pollution charges.
Because once the VOC pollution discharge fee is fully levied, it will have a greater impact not only on the coating companies themselves, but also on their upstream and downstream customers.
In the face of VOC pollution fees, companies not only have to deal with their own problems, but it is also necessary to strike a balance with the distribution of benefits in the upstream and downstream industrial chains.
