On June 14, 2016, the "National Hazardous Waste List" (2016 Edition) was released to the public by the Ministry of Environmental Protection, the National Development and Reform Commission, and the Ministry of Public Security, and came into effect on August 1, 2016.
The revision of the new version of the list adheres to the issue-oriented principle, and follows the principles of continuity, practicality, and dynamics.
Not only has it adjusted the list of hazardous wastes, but also added the "Hazardous Waste Exemption Management List.

For a long time, the waste generated during the production and use of water-based coatings has been classified as hazardous waste, which has affected the promotion and application of water-based coatings in my country.
After the China Coatings Industry Association has repeatedly reacted with the Ministry of Environmental Protection and other relevant national ministries and commissions, in the "National Hazardous Waste List" (2016 Edition), the entry of hazardous waste generated during the production and use of coatings has been added to the brackets "excluding water-based paint" Note that the waste generated during the production and use of water-based paint will not be classified as hazardous waste.
Since the "National Directory of Hazardous Wastes" was revised and implemented in 2008, it has played an important basic supportive role in strengthening the management of hazardous wastes in my country.
However, with the deepening of my country’s hazardous waste management, and the "Two Highs" "Applicable to Handling Criminal Cases of Environmental Pollution" The implementation of the "Interpretation of Certain Legal Issues" and the 2008 "List" can no longer meet the needs of my country's hazardous waste management, and urgently need to be revised and improved.
This revision adjusts the number of hazardous wastes to 479 categories in 46 categories (362 of which are from the original list and 117 are newly added).
Combine HW06 organic solvent waste, HW41 waste halogenated organic solvent and HW42 waste organic solvent in the original inventory into HW06 waste organic solvent and organic solvent waste.
In order to improve the efficiency of hazardous waste management, the "Hazardous Waste Exemption Management List" has been added to this revision.
Hazardous waste exemption management can reduce the overall environmental risk in the process of hazardous waste management and improve the efficiency of hazardous waste environmental management.
This revision adds a new "Hazardous Waste Exemption Management List" on the basis of summarizing the existing standards and the environmental risk research of specific hazardous wastes.
There are 16 types/categories of waste included in the exemption management list.
In the listed exemption links, And when the corresponding exemption conditions are met, exemption management can be implemented in accordance with the provisions of the exemption content.
In addition, the "*" mark in the 2008 edition of the "List" has been cancelled.
In the 2008 edition of the "Inventory", hazardous wastes with complex sources, with the possibility of exceptions to their hazardous characteristics, and the country has clear identification standards, are marked with "*", and the producers of such hazardous wastes listed do have sufficient evidence to prove that, If the generated waste does not have hazardous characteristics, the specific waste may not be managed as hazardous waste.
There are 33 types of such hazardous waste.
This practice has caused large differences in the management requirements of some solid wastes in different regions, and is different from the "Solid Waste Pollution Prevention and Control Law" (hereinafter referred to as the "Solid Law") regarding "hazardous wastes that are listed in the National Hazardous Waste List or According to the national hazardous waste identification standards and identification methods, the relevant provisions of "solid wastes with hazardous characteristics recognized" are inconsistent.
Appendix A of the 2008 version of the "Inventory" lists a total of 498 waste hazardous chemicals under priority management, including only toxic chemicals and not chemicals with other hazardous properties.
In this revision, in accordance with my country's "Hazardous Waste Identification Standards" on hazardous characteristics, all hazardous chemicals with hazardous characteristics are included.
In view of the fact that the "Hazardous Chemicals Catalog" issued by 10 departments including the State Administration of Work Safety covers all hazardous characteristics, the "Hazardous Chemicals Catalog" is directly adopted in this revision.
The release and implementation of the "National Directory of Hazardous Wastes" (2016 Edition) will promote the scientific and refined management of hazardous wastes, which will play an important role in preventing environmental risks of hazardous wastes and improving the quality of the ecological environment.
At the same time, it will speed up the promotion of water-based coatings.
