three objectives set out in the Implementation Programme. In order to achieve the above-mentioned objectives, the Implementation Plan identified 14 key tasks:

the layout of the coking industry. Beijing-Tianjin-Hebei and the surrounding areas of 4 cities and 4 cities in the Plains region to increase the integration of existing coking parks, and further optimize the coking industry layout. Encourage the transfer of coking capacity to regions and parks with obvious industrial advantages and sufficient environmental capacity, encourage coking enterprises to carry out mergers and acquisitions and reorganization through capacity replacement, equity replacement, property rights transfer and joint venture cooperation, and encourage steel enterprises to acquire and restructure coking enterprises.

From October 1, 2019, coking enterprises that have not completed the transformation of the special emission limits for air pollution shall be ordered by the local environmental protection department to stop production and rectify them in accordance with the law. For coking enterprises within the built-up areas of the districts and cities, the relevant municipal governments shall formulate a special exit plan by the end of 2018 and make it public to the public, and close the exit in accordance with the prescribed time nodes. Municipalities should carry out a mapping of the compliance of the local coking enterprises, filing (approval), environmental assessment, land, safe production and other procedures incomplete, as well as the failure to pass the industry access to the carbon chamber height of 4.3 meters coke oven, all closed by the end of 2018.
market-oriented capacity replacement, it is strictly prohibited to add coking capacity indicators for any reason. After the original coke oven is obsolete and dismantled, its coking capacity can be replaced with other enterprises.
strict implementation of capacity reduction replacement. If the coke oven phase-out is completed by the end of 2018, its coking capacity shall be replaced by 100% of the existing level;
support coking enterprises "on the big mark small." By the end of 2020, coking enterprises will use their own coke oven production capacity to record the construction of coking projects, allowing the project to be completed after the elimination of the original coke oven, such as the new project after the record 2 years has not been completed, the original coke oven immediately phased out. For the new project of "small at the upper level" for the replacement of its own coke oven production capacity, the replacement production energy shall be determined at 100% for the 2018 record, the replacement production energy shall be determined by 90% for the 2019 record, and the replacement production energy shall be determined by 80% for the 2020 record.

Coking enterprises are encouraged to focus on the three industrial chains of coke oven gas comprehensive and efficient utilization, coal tar deep processing and crude benzene refining, combined with the actual selection of suitable technology paths, expand the extension of the industrial chain, and vigorously develop the deep processing of coking products.

in-depth comprehensive governance. We will strengthen the inspection and in-depth control of unost organized emissions in key links such as coal coking in coking furnaces, closed storage of materials and dust removal, and strengthen supervision and management of unost organized emissions. Coking enterprises should adopt advanced technology to speed up the implementation of the traditional wet-out process.
strengthen sewage monitoring and supervision. Severely punish unauthorized closure, removal, idle environmental protection facilities and monitoring data fraud, tampering with or falsifying automatic monitoring data, interference with automatic monitoring equipment, destruction of automatic monitoring systems and other acts in accordance with the law and strict punishment, accountability.
severely punish environmental violations. Coking enterprises that fail to obtain a sewage permit in accordance with the law, evade supervision and implement emissions, exceed the emission standards of atmospheric pollutants or exceed the total emission control targets of key atmospheric pollutants shall be punished by a high limit in accordance with the law, and shall be ordered to correct or restrict production or stop production. For enterprises that have repeatedly punished repeat offenders, they shall be ordered to stop production and shut down with the approval of the people's government with the power of approval.
promote the development of the green cycle. We will support enterprises to further implement energy-saving and environmental protection technology transformation, give full play to the complementary advantages of the pooling of energy resources in the park, and support the joint construction of comprehensive utilization facilities for resources, sewage and waste treatment facilities, energy ladder utilization facilities, etc., so as to achieve green and low-carbon cycle development.
