The improvement of safety and environmental protection in the chemical industry must be put in place to completely eliminate hidden dangers of accidents.

First, we must conscientiously implement the "Province Chemical Industry Safety and Environmental Rectification Improvement Plan", highlight problem orientation, address both symptoms and root causes, strengthen systematic advancement, precise policy implementation, comprehensively use legal and market-based means, and promote the safety and environmental protection of the province's chemical industry in accordance with laws and regulations Improvement and improvement.
Carry out all-round and whole-process rectification from products to technologies, processes, equipment, employees, internal management and external supervision, comprehensively improve the industrial structure and intrinsic safety of the chemical industry, and strive to achieve preventable and controllable risks.

One is to stick to a high starting point to deploy high-quality chemical projects.
Raise industry entry barriers, develop high-standard chemical projects with good market prospects, high technological level, advanced safety and environmental protection, and strong industrial driving force.
In principle, the investment in new chemical projects should not be less than 1 billion yuan (except for projects listed in the National Strategic Emerging Industry Key Products and Services Guidance Catalog (2016)).

For key key enterprises that comply with safety and environmental protection regulations and comply with industrial planning, under the premise of environmental capacity permits and no new planned land, support technological transformation, support the development of green high-end chemical projects that meet the requirements of the industrial chain, support supporting industries, and support complete industries chain.

For those that meet the safety and environmental protection standards, but the overall capacity of the area is insufficient, overall planning and adjustment must be made to promote the transformation and upgrading in a targeted manner.
Promote the strategic transformation of the riverside area and the strategic layout of the coastal area from a high starting point, and support Lianyungang to build a high-level coastal national petrochemical industrial base.

The second is to resolutely implement the Yangtze River Economic Belt's requirement of “taking great efforts to protect together and not engage in large-scale development”.
Significantly reduce chemical production enterprises within 1 km along the main and tributaries of the Yangtze River, environmentally sensitive areas, densely populated cities and towns, outside chemical parks, and below-scale chemical production enterprises, and strive to solve the prominent problems of "heavy-chemical encirclement of the river".
In principle, all chemical production enterprises within 1 km on both sides of the Yangtze River and outside the chemical park will withdraw or relocate before the end of 2020.
It is strictly forbidden to construct or expand chemical parks and chemical projects within 1 kilometer of the main and tributaries of the Yangtze River.

The third is to vigorously reduce the number of chemical production enterprises in environmentally sensitive areas.
Enterprises within 1 km of both sides of the Taihu Lake Class I Protection Zone, the Beijing-Hangzhou Grand Canal (Eastern Route of the South-to-North Water Transfer) and the Tongyu River Clear Water Channel, as well as those located in the ecological protection red line area, nature reserve, drinking water source protection area and other environmentally sensitive Enterprises in the region will basically be closed or relocated before the end of 2020.

The fourth is to accelerate the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas.
Those who fail to meet the relevant safety, environmental and sanitation standards shall be closed and withdrawn in accordance with the law before the end of 2020; for enterprises that cannot be closed or relocated, all residents within the safety and health protection distance must be moved out by the end of 2020.
For companies that meet the safety and health protection distance, they must strengthen their responsibility for safety and environmental supervision, and actively guide and encourage enterprises to transform and upgrade or relocate to other places.

The fifth is to vigorously reduce the number of chemical production enterprises outside the park and below the designated size.
Enterprises with high safety risks, poor environmental management levels, and low technology levels will all close and exit before the end of 2020.
Promote the relocation of companies with high industrial relevance, safety and environmental protection standards, and improve the industrial chain of the chemical park.
