    In order to implement the spirit of the Implementation Opinions on Comprehensively Strengthening the Safe Production of Hazardous Chemicals issued by the General Office of the Provincial Party Committee and the General Office of the Provincial Government, and in accordance with the requirements of the Administrative Measures for the Evaluation and Identification of Key Chemical Monitoring Points in Zhejiang Province (hereinafter referred to as the "Measures") (Zhejiang Economic and Credit Materials [2021] No.
    207), further standardize the management of key chemical monitoring points, comprehensively improve the intrinsic safety of the chemical industry, and promote the transformation and upgrading and green development of the chemical industry in our province.
    The relevant requirements for further strengthening the standardized management of monitoring points in our province are as follows:
     
    1.
    Accelerate transformation and upgrading
    .
    All localities should urge enterprises at monitoring points to formulate three-year action plans for industrial transformation and upgrading to improve the level of
    green and safe development of enterprises.
    Accelerate the development of production modes such as closed production systems, material transportation pipelines, hazardous process automation, and enterprise management informatization, and improve the level of
    chemical intrinsic safety, green development, and intelligent manufacturing.
    Before the end of December 2022, each monitoring point should complete the formulation of the transformation and upgrading plan, and implement
    it step by step within three years.
    The implementation of transformation and improvement is included in the scope of
    annual inspection.

     
    2.
    Strict project screening
    .
    All localities should strictly follow the requirements of the chemical industry development plan, follow the principle of coordinated and coupled development of the upstream and downstream of the industrial chain, and build high-quality projects
    in line with local characteristics in accordance with the requirements of reduction, reuse and recycling 。 Strictly implement the restrictions on project selection in the "Measures": in principle, enterprises at monitoring points are restricted from adding basic chemical raw material construction projects that have no upstream and downstream industry correlation and are not related to the upstream and downstream industries, and the two ends (raw materials and product sales) are outside; Restrict chemical construction projects that mainly transport by road and transport large quantities with explosive chemicals, highly toxic chemicals or liquefied hydrocarbon flammable and explosive chemicals as the main raw materials, as well as chemical construction projects
    that restrict high VOCs emissions.
    No new hazardous chemical processes such as nitrification, chlorination, fluorination, diazotization, peroxide or other key supervision hazardous chemical processes or major hazardous projects
    that constitute primary and secondary major hazard sources shall not be established.

     
    3.
    Strictly control the expansion of the scope
    .
    Strictly implement the land use restrictions stipulated in the "Measures", and the four to four scope of the identified monitoring points shall not be arbitrarily modified or broken, and where the scope needs to be expanded and adjusted due to development, its industrial development plan shall comply with national and local industrial development policies, be consistent with the overall land and spatial plan of the location, and at the same time meet the relevant planning requirements such as industrial layout, meet the requirements of ecological protection red line, environmental quality bottom line, resource utilization upper line and ecological environment access list, etc.

    of high-risk processes 。 Strengthen the prevention and control of risk at the source of construction projects, the technology used in the hazardous chemical construction projects of enterprises in the monitoring point should be safe, reliable, intrinsically safe and advanced, and for the transfer of complete sets of technology, the relevant safety control technology should be introduced; For independent research and development technology, the pilot test report and process package should be standardized, and the process package should be designed to confirm whether it has the conditions for industrial design and issue a clear conclusion; It is necessary to comprehensively carry out the integrity design including preliminary (basic) design and construction drawing (detailed) design

    6.
    Strengthen environmental protection
    .
    All localities should urge monitoring points to implement the "three lines and one single" ecological environment zoning management and control requirements, carry out environmental impact assessment work in accordance with laws and regulations, and strictly control the environmental access of projects
    .
    Strengthen the preparation of environmental emergency response plans for monitoring points and the establishment of
    environmental risk prevention and control systems.
    Guide the monitoring point to reasonably arrange the shutdown and maintenance plan, and formulate an environmental management system
    for abnormal working conditions such as shutdown, inspection and maintenance, and equipment cleaning.
    Establish and complete pollution discharge permit mechanisms, implement the main responsibility for self-monitoring and information disclosure, and achieve full coverage
    of licensed and certified pollution discharge.
    Encourage the installation of online monitoring of water flow and water quality at the rainwater discharge outlets of chemical enterprises, and network with the ecological and environmental departments to achieve data exchange

    Strengthen the investigation, control, and treatment of groundwater pollution, establish and implement a groundwater pollution monitoring system, and resolutely curb the trend of
    aggravation or spread of pollution.
    Strengthen the self-monitoring of enterprise exhaust gas pollution sources, and increase the monitoring
    of characteristic pollution factors for VOCs-related emissions.

     
    7.
    Compaction corporate responsibility
    .
    The legal representative or actual controller of the monitoring point is the first person
    responsible for production safety and environmental protection.
    All localities should urge enterprises to strictly perform the statutory responsibilities for safe production and environmental protection, strictly formulate and implement the safety production responsibility system for all employees, the safety production internal audit mechanism and the commitment announcement system, and build and operate a safety production standardization system
    that integrates chemical process management, safety risk grading control and hidden danger investigation and governance.
    Enterprises at key monitoring points must establish safety technology and management teams, clarify the persons in charge of safety, equipment, processes, instruments, etc.

    By the end of 2022, the main responsible persons of hazardous chemical production enterprises, the persons in charge of safe production, full-time safety management personnel and front-line employees must meet the relevant requirements

    8.
    Strengthen territorial responsibility
    .
    All localities should attach great importance to the standardized management of enterprises at monitoring points, earnestly perform territorial management responsibilities, and strengthen normal management
    .
    Strengthen supervision during and after the event, grasp the implementation of various measures, prevent the occurrence of all kinds of accidents in safety and ecological environment, and protect the safety of people's lives and property and the ecological environment
    .
    Establish and improve mechanisms for punishment and incentives for untrustworthiness in enterprises
    .
    Enterprises and their primary responsible persons with subjective and intentional conduct that seriously endangers the safety of people's lives and property are to be included in the entity's Public Credit Information in accordance with laws and regulations, and punishments
    for untrustworthiness are strengthened.
    It is necessary to urge the monitoring point enterprises to delineate the security risk control line around the enterprise in accordance with the results of the enterprise's overall security risk assessment and the requirements of relevant laws and regulations, and report it to the planning department and emergency management department of the local people's government at the districted city and county level where the enterprise is located

    9.
    Strengthen departmental coordination
    .
    All functional departments should strengthen communication and coordination, cooperate with each other, and perform their own duties

    Economic and information departments should take the initiative to take the lead in coordinating work, and be responsible for doing a good job in the industrial transformation and upgrading and high-quality development of monitoring point enterprises according to their duties

    The ecological environment department is responsible for monitoring the environmental protection supervision of enterprises at the monitoring point and guiding the environmental emergency management work
    according to its duties.
    The emergency management department shall be responsible for the supervision of the safety production of the enterprises at the monitoring point according to its duties, and cooperate with the competent planning department to strictly control the development and utilization of land around the enterprise at the monitoring point, and the development and construction projects within the safety risk control line of the enterprise shall meet the safety risk control requirements
    through safety risk assessment.

     
    10.
    Strengthen dynamic management
    .
    Strictly implement the "Measures" for the management of monitoring points: for enterprises that have been identified as key monitoring points, inspections will be carried out every year, and the identification
    will be re-identified every five years.
    For the problems found in the inspection, urge the enterprise to make immediate changes
    .
    Each districted city shall carry out an evaluation every two years, and if major or above production safety accidents or environmental emergencies occur during the certification period
    , rectification shall be made within six months.
    During the rectification period, the relevant procedures for new construction and expansion projects other than safety hazard rectification and environmental pollution control projects will be suspended; After the rectification is completed, the evaluation and determination will be re-evaluated, and the qualification of the monitoring point shall be cancelled for the enterprises that fail the evaluation twice in a row
