Recently, Zhejiang Provincial Department of Ecology and Environment, Provincial Department of Economy and Information Technology, and the "Five Waters Co-governance" (River Chief System) Office of the Provincial Beautiful Zhejiang Construction Leading Group jointly issued the "Zhejiang Comprehensive Promotion of Industrial Parks (Industrial Clusters)" Zero Sewage Direct Discharge District "Construction Implementation Plan (2020-2022)" (hereinafter referred to as the "Plan") requires that by the end of 2020, the construction of provincial-level and above parks will be basically completed.

In terms of construction standards and hierarchical management, the "Plan" has also been refined, and listed 128 parks above the provincial level and 201 parks for major water-related industries such as chemical industry, electroplating, papermaking, printing and dyeing, tanning, and food.
