The "Measures" stipulate the assessment frequency, assessment objects, organization and implementation, and assessment levels.

 

The "Measures" indicate that the open and shared performance evaluation of large-scale scientific research instruments and equipment is carried out once a year in principle, and the targets are Zhejiang colleges and universities, research institutes, new-type research and development institutions and provincial-level innovation carrier support units that should open large-scale scientific research instruments and equipment.

 

The large-scale scientific research instruments and equipment included in the evaluation scope of the "Measures" refer to the general large-scale scientific research instruments and equipment with a single (set) value of 300,000 yuan or more, which are purchased and constructed entirely or mainly with financial funds or state-owned capital.
The types are based on the "Science and Technology" The classification and code of large-scale scientific instruments and equipment of the platform" (GB/T 32847-2016) standard is determined.
Among them, the large-scale scientific research instruments purchased mainly by government budget funds should be opened to the public unless otherwise provided by laws and regulations.
At the same time, scientific research instruments purchased by state-owned enterprises with non-financial funds are encouraged to join, so as to realize open sharing.
In addition, * scientific research equipment, the use of large-scale scientific research equipment to carry out statutory inspection and testing or metrological verification are not included in the evaluation scope of the "Measures".

 

The "Methods" shows that the open and shared performance evaluation results of large-scale scientific research equipment are divided into four grades: excellent, good, medium and poor.
The results are ranked according to different categories such as colleges and universities, scientific research institutes, and new research and development institutions.
The outstanding proportion does not exceed 15%.
The evaluation results are regularly released by third-party professional organizations.

 

It should be noted that the open and shared performance evaluation results of large-scale scientific research equipment is an important basis for scientific research equipment purchase review, asset management, and financial subsidy arrangements.
It is also an important basis for management units to update scientific research equipment and undertake scientific and technological projects.
The government will give rewards and supplements to units with good open sharing and external service development and high user evaluations, and for units with excellent performance evaluation results, they will deploy major scientific and technological infrastructure, purchase scientific research facilities and instrument audits, and declare various types at all levels.
Priority support will be given to science and technology plans (special projects, fund) projects, etc.
; for units that open and share excellent evaluation results, give priority to the promotion and application of innovation coupons.

 

The open sharing of instruments is a general trend.
Strengthening and deepening the open sharing of instruments is conducive to the development of national economy, science and technology, national defense and other fields.
For each unit, participating in the open sharing of instruments will also get more government dividends, which will serve multiple purposes.
