The green hydrogen project with a RMB 57-billion investment has been completed and entered the commissioning phase.

Upon operation, the project will produce up to 600 tons of carbon-free hydrogen per day, which can be converted annually into up to 1.2 million tons of green ammonia for global export—providing a practical blueprint for large-scale green hydrogen production. This project ranks second only to Envision Group’s 1.52-million-ton green hydrogen–ammonia project in Chifeng, Inner Mongolia. Envision’s Phase I facility in Chifeng—producing 320,000 tons annually—was completed and commissioned in July last year. It operates entirely on green electricity via direct grid connection and has achieved commercial delivery, including exports to countries such as South Korea. The NEOM project is located in the Oxagon industrial zone in northwestern Saudi Arabia and is developed by NEOM Green Hydrogen Company—a joint venture established by NEOM, ACWA Power, and Air Products—with each partner holding approximately one-third equity. Air Products serves as the project’s EPC contractor and will receive all produced green ammonia under a long-term off-take agreement. The entire project comprises approximately 4 GW of renewable energy facilities, over 2 GW of water electrolysis capacity for hydrogen production, and associated air separation, hydrogen storage, ammonia synthesis, and export infrastructure. Specifically, the photovoltaic power station has an installed capacity of about 2.2 GW; the wind farm consists of 257 wind turbines with a total installed capacity of approximately 1.6 GW; and a dedicated transmission system delivers solar and wind power to the green hydrogen production facilities. For hydrogen production, the project employs ThyssenKrupp Uhde Chlorine Engineering’s alkaline water electrolysis technology. Air Products supplies key process equipment—including air separation units—while the project also includes hydrogen storage tanks, cold boxes, pipe racks, and a green ammonia export terminal, establishing a fully integrated production chain spanning renewable power generation, water electrolysis, green ammonia synthesis, storage, transportation, and export. NEOM Green Hydrogen Company secured project financing in 2023, totaling USD 8.4 billion—including approximately USD 6.1 billion in non-recourse project financing—drawn from 23 local, regional, and international financial institutions. The project has also signed a 30-year green ammonia off-take agreement, under which Air Products will receive the full output for supply to international markets.
