The recent events in Niger and the roles of France and Algeria

The coup plotters publicly disavow past agreements but do not resort to force to expel French troops or French influence—akin to the U.S. military base at Guantánamo Bay in Cuba. This scenario is relatively plausible, with an estimated probability of about 30%. A third possibility mirrors the second: mining operations continue, yet Niger covertly pressures the U.S. and France to withdraw their forces. This outcome is unlikely, with only around a 10% chance. A fourth scenario involves joint intervention by France, the United States, Nigeria, and other West African coastal states—launching military attacks on Niger’s capital to topple the junta, reinstate the former government, and deliver a decisive lesson to the Wagner Group in Africa. Given the overwhelming advantage held by Western powers, this outcome remains quite probable—also around 30%. A fifth possibility entails negotiations leading to new agreements on mineral resource development and military base leases. France would concede some ground, yet the junta would still safeguard traditional interests of its former colonial ruler. This scenario carries only about a 10% likelihood. A sixth scenario sees the Wagner Group and the junta act recklessly—launching direct, suicidal assaults on French and U.S. military bases, thereby triggering full-scale war. This too has roughly a 10% probability. Overall, scenarios two and four appear most likely. If scenario two unfolds, the U.S. and French military presence in Niger would become an anomalous arrangement—similar to Guantánamo Bay (Cuba neither recognizes nor reclaims it; the U.S. refuses to withdraw and offers rent, which Cuba rejects). If scenarios four or six materialize, war would break out—with an aggregate probability of approximately 40%. Whether Burkina Faso and Mali’s juntas—Niger’s current allies—will back down at the last minute, or whether Wagner dares to fight, remains uncertain. Nonetheless, I firmly believe Algeria will not intervene militarily. Though Algeria is geographically an African nation, its people are Arab. Among all Arab nations, only Muammar Gaddafi ever involved himself deeply in sub-Saharan African affairs; normally, Arab states consider sub-Saharan Africa outside their sphere of concern—and many Arabs hold prejudiced views toward Black Africans. Whether classified as North Africa, the Middle East, or the Arab world, Algeria bears little intrinsic connection to sub-Saharan Africa. Its vast territory hosts over 80% of its population along the Mediterranean coast, with scant ties across the Sahara. Just as China maintains closer economic links with Japan and South Korea than with Central Asia—geography dictates such realities. Part IV: Military capability comparison between Algeria and France. There should be little debate regarding the relative military strength of these two countries—yet many online commentators lack expertise, either parroting others’ conclusions uncritically or misinterpreting raw data without grasping underlying implications. A nation’s military power—and its full latent potential—depends on numerous interrelated factors, requiring holistic analysis. Though lengthy, this section must lay out the fundamental analytical framework clearly; otherwise, the discussion remains superficial and meaningless. (1) Foremost is national scale—or comprehensive national strength—including GDP, land area, population size, and governmental authority (especially degree of centralization, which determines maximum mobilizable manpower and industrial capacity). A clear historical example is Qing China versus the Russian Empire. Qing China possessed considerable scale on paper, yet its highly decentralized governance undermined national cohesion—so much so that its nominal national strength translated only weakly into actual military capability.

Intense gun battles erupted in Niger’s capital; Niger’s Ministry of Defense reported an attempted coup at a military base; our embassy urges Chinese nationals in Niger to stay away from dangerous areas—what is the current situation?

Normally, coups in such obscure, small countries rarely attract international attention—but what truly defies belief is this: Immediately after the coup, Algeria—fearing that French forces stationed in Benin might seize control of Niger—rapidly deployed a task force to Niger’s capital, comprising Il-78 aerial refueling tankers and Su-30MKA fighter jets, to deter the French garrison in Benin. This marks Algeria’s first-ever overseas military deployment in its history. Before France could even issue an official statement, Algeria had already stationed troops in Niger. It remains unclear whether this is a temporary deployment or a permanent garrison intended to protect Niger’s transitional government. Just recently, Algeria also delivered four Mi-24 and Mi-171 combat transport helicopters to Niger. Moreover, the Nigerien government specifically thanked Russia, crediting Russia’s ‘African Corps’ with suppressing the coup attempt—using drone technology to neutralize rebel forces and preventing them from seizing the strategically vital Air Base 101.
