Financial Times: Does the new Prime Minister mark a turning point in UK politics?

Since the Labour Party changed leadership, UK politics has been continuously shaped by the 'Burnham bounce'. This bounce has shifted the previous atmosphere of Labour’s steady retreat and challengers’ steady expansion. Is this bounce merely the new Prime Minister’s honeymoon period—or the beginning of a broader realignment in UK politics? The bounce began to emerge around the time Burnham succeeded Starmer. On 29 September, his speech at the Labour Party’s annual conference in Liverpool gave these expectations clearer substance. He offered a holistic diagnosis of Britain’s social problems, along with interlinked explanations and remedies—impressing even this observer seated in the audience. In my prior experience listening to UK Prime Ministers’ speeches, such an effect has been rare. What I had previously heard were often discrete policy points—on the economy, healthcare, housing, immigration—each with its own objective, yet lacking clarity about how they relate to one another. Burnham sought to connect those dots into lines, then expand them into a broad social canvas: Why have localities lost vitality? Why are public services under strain? Why have people lost faith in politics? And how should the state, the market, and communities re-allocate responsibility? Audiences may disagree with his prescriptions, yet they can recognise his diagnosis—and understand where he intends to lead the country. The UK think tank The Institute for Government judged that this speech articulated a clear national direction, while simultaneously raising the bar for government delivery. If Clement Attlee’s post-war government in 1945—establishing the post-war social contract—and Margaret Thatcher’s government in 1979—redefining the relationship between state and market—are viewed as two profound turning points in British history, then Burnham is now attempting a third. It is insufficient to summarise Burnham’s approach simply as a ‘turn to the left’, because the distinction among these three trajectories lies in the respective roles assigned to the state, the market, and local institutions. Has the rhetorical power of Burnham’s speech translated into political impact? A YouGov survey tracking support for the five main parties offers a window: Labour briefly led Reform UK by five percentage points after the party conference—but the latest poll shows the top three parties remain within the margin of error. Burnham has restored Labour’s competitiveness, but not yet secured a stable advantage; meanwhile, the Conservatives also registered a bounce following their own party conference. The five-party contest has not disappeared—it has instead evolved into a landscape featuring three leading parties each commanding over 20% support, alongside two others hovering around 10%. Combined support for Labour and the Conservatives rose from 33% on 10–11 May to 47%, indicating a partial recovery of traditional two-party appeal—yet still falling short of a majority. The UK is neither experiencing evenly matched five-party parity nor reverting to a two-party monopoly on politics. It is precisely against this backdrop that Burnham proposed electoral reform in his conference speech. He linked the turbulence of seven prime ministers in ten years with the national need for broader-based legitimacy, warning that a divisive government must not be allowed to enter Downing Street on less than 30% of the vote. He announced the formation of a National Electoral Reform Commission, inviting participation from all parties, and pledged to enshrine reform in Labour’s next general election manifesto. This responds directly to the tension between multi-party competition and the current electoral system. The UK House of Commons employs the single-member plurality (‘first-past-the-post’) system—a highly traditional, even archaic, electoral method—whereby the candidate with the most votes in a constituency wins outright. As the number of competitors increases, the share of votes required for victory may shrink, and limited nationwide support can thus translate into disproportionate parliamentary representation.

Andy Burnham Seizes Control

A year has passed—how does he view all this now? He smiled. 'They still don’t understand why I said those things back then… They didn’t know how to handle it, so they did what they always do—plucked out a single sentence and interpreted it according to their own logic, rather than the meaning I intended.' This reaction clearly still rankles him, especially the Treasury’s messaging about him at the time. In fact, he believes this deliberate oversimplification remains pervasive in Westminster today. We discussed Burnham’s recent remarks during Prime Minister’s Questions (PMQs): when Kemi Badenoch pressed him on whether he would cut welfare to boost defence spending, he replied that national security 'cannot come at the expense of social security'. Burnham told me he used the term 'social security' here in its more traditional sense—that is, social resilience in the literal sense—and that this will serve as a background theme at this year’s Labour Party conference. A few exchanges later in PMQs, Burnham added that welfare budgets were too high. Immediately, reactions followed: wasn’t he once again trying to have it both ways? Burnham deeply dislikes this kind of response. 'Doesn’t this overly simplify the political debate we ought to be having?' he asked—in a very 'Andy-like' way: ending with a question that softens the edge of his critique while drawing you in, seeking your agreement. Yet beneath this tendency lies unmistakable resolve. Burnham has no intention of retracting a single word he uttered then. 'Look, the point about bond markets still stands—I meant that this country had made itself excessively exposed and unprepared.' Burnham argued that his original position was never a call to bypass fiscal constraints, but rather a plea for 'a far leaner, more productive state apparatus'. The same applies to welfare. So which version is the real him? Is Burnham the socialist-in-disguise caricatured in tabloids—or an instinctive centrist whose language and manner obscure a more conventional political stance? Put differently: what, in practice, does the 'Manchesterism' he proclaimed a year ago in the New Statesman magazine actually mean now that he is no longer just the leader of a city, but of a nation? Does this philosophy align more closely with his father’s instincts—or his mother’s? Perhaps the most important question is: is he truly still just 'Andy', as critics claim—trying to please everyone, straddling every fence—or does he genuinely possess the capacity to meet the formidable challenges of governing, challenges that have felled so many before him? These are the questions I wanted answers to, twelve months after my last interview with Burnham—a year in which everything changed, yet the country itself seems to have changed remarkably little. Speaking with those closest to Burnham in No. 10 Downing Street makes the stark, immediate contrast between him and Starmer impossible to miss. The former Prime Minister preferred to withdraw upstairs alone with documents, deliberately maintaining a surprising distance from his wider parliamentary party, relying on formal processes and leaving individual ministers to make decisions; Burnham’s governing style, by contrast, is intensely personal.
