Energy Economics 11: Uranium and Nuclear Energy Market Analysis

Operators of power plants are customers of nuclear fuel producers. Even at the historical high of USD 130 per kilogram of natural uranium, their variable fuel costs remain extremely low compared with those of coal- and gas-fired power plants. Fuel costs constitute only a small fraction of total costs; even substantially higher uranium prices would not erode their competitiveness. Moreover, most nuclear power plants are nearly fully amortized, whereas fossil-fuel power plants may soon incur costs associated with avoiding carbon dioxide emissions. 3. Risk Assessment of Nuclear Energy There are three types of risks associated with nuclear power: • First, nuclear fuel (enriched uranium, plutonium) must be effectively safeguarded against misuse for military or terrorist purposes. • Second, the long-term safe disposal of radioactive materials must be guaranteed. • Third, nuclear power plant accidents must not result in large-scale releases of radioactive substances. All three risks are borne only partially by nuclear power plant operators—and ultimately by electricity consumers. Thus, they constitute stochastic externalities. Economically efficient management of such risks requires a certain level of preventive effort, where its marginal cost equals the expected value of its marginal benefit (a condition discussed elsewhere, along with methods to achieve it—e.g., internalizing taxes such as Pigovian taxes). However, implementing such policy measures requires knowledge of both the marginal cost and marginal benefit schedules—both of which are exceedingly difficult to estimate. Although economists generally support internalization via pricing (“polluter pays” principle), in this context they tend to favor legal rules and regulations to address the aforementioned risks. First, theft and misuse of nuclear fuel (enriched uranium, plutonium) for military or terrorist purposes: To mitigate this risk, the International Atomic Energy Agency (IAEA) has established a monitoring system for nuclear energy, enrichment, and reprocessing facilities. Yet, only countries that have ratified the 1970 Non-Proliferation Treaty (NPT) accept such oversight. Furthermore, even after ratification, some countries continue to pursue highly advanced clandestine nuclear weapons programs—indicating that comprehensive monitoring is unattainable over the long term. Finally, non-governmental organizations are increasingly acquiring both the financial resources and technical knowledge required to obtain and deploy nuclear weapons. Consequently, nuclear proliferation is difficult to prevent over the long term, necessitating broader security-policy instruments. However, this issue bears little relation to civilian nuclear energy: historically, countries without commercial nuclear power have nonetheless acquired nuclear weapons. Therefore, even a global phaseout of nuclear energy would not eliminate proliferation risk entirely. Second, final disposal of radioactive waste from nuclear power plants: Spent fuel remains highly radioactive for up to 100,000 years. Technical procedures and geological repositories exist that can prevent radioactive release into the biosphere—even beyond timescales foreseeable by humanity. Yet, should radioactive releases occur in the distant future, nuclear plant operators, insurers, and governments bear no liability. One possible solution is artificial nuclear transmutation—irradiating waste with neutrons and protons—to convert radioactive waste into less hazardous substances. However, no commercial pilot projects for this technology are currently underway anywhere in the world. Third, nuclear power plant accidents: This risk category constitutes another distinct case.
