U.S. Ambassador's Closed-Door Remarks Leaked: If Trump Loses the Election, He'll Blame Canada! Opposing U.S. Tariffs Accused of 'Interfering in the Election'—U.S. Embassy Issues Urgent Response

CTV notes that this adjustment is seen as a move potentially beneficial to Collins’ bid for re-election. This means the Canadian tariff issue has evolved beyond a mere international trade dispute and has become a domestic political issue in certain U.S. electoral districts. Republican Electoral Prospects Under Pressure The U.S. midterm elections will be held on November 3. These elections will determine the composition of all 435 seats in the U.S. House of Representatives, as well as some seats in the Senate. As of October 27, multiple U.S. polls indicate intense competition for Republicans in several key districts. For example, according to the latest polling data from RealClearPolling, in Maine’s Senate race, Democratic candidate Troy Jackson holds 49% support, while Republican incumbent Senator Susan Collins stands at 47%. In Michigan’s Senate race, Democratic candidate Abdul El-Sayed garners 51% support, compared to 45% for Republican candidate Mike Rogers. However, these figures reflect only snapshots in time and do not represent final election outcomes. Citing the nonpartisan election analysis firm Cook Political Report, CTV notes that, as of October 27, the House election landscape favors Democrats, while control of the Senate remains uncertain. Against this backdrop, the trade dispute between Canada and the United States has repeatedly surfaced as a campaign topic. U.S. Previously Accused Canada of 'Interfering in the Election' In fact, this is not the first time Hoekstra has issued warnings to Canada regarding the U.S. midterm elections. Earlier this month, he publicly stated that U.S. officials are closely monitoring statements and actions by Canadian political figures. Hoekstra contends that discussions by certain Canadian politicians about imposing retaliatory tariffs targeting politically sensitive U.S. states could be interpreted as attempts to influence the U.S. election. He also warned Canadian political figures against meddling in U.S. domestic politics. On October 21, the U.S. Embassy in Canada released materials listing remarks made by several Canadian political figures, alleging those remarks reflected intent to influence U.S. politics. These included comments by Canadian Minister of Innovation, Science and Industry Mélanie Joly and Ontario Premier Doug Ford. The Canadian government has explicitly denied these allegations. Canadian Prime Minister Carney stated that Canada will not interfere in the U.S. election and considers such accusations baseless. The Canadian government emphasized that responding to U.S. tariffs—and protecting the interests of Canadian workers and businesses—is standard national economic policy. Thus, there exists a clear divergence between the U.S. side’s characterization of such actions as 'election interference' and Canada’s own explanation of its trade policy. Canada-U.S. Trade Negotiations Are Regaining Momentum The timing of the leak of these closed-door remarks is highly sensitive. Over the past week, negotiations between Canada and the United States have shown renewed progress. CTV previously reported that the Canadian government believes political pressure generated by the U.S. midterm elections may create new opportunities for bilateral talks. Specifically, growing dissatisfaction with tariff policies in key U.S. electoral districts—many deeply tied to Canada economically—has elevated trade issues onto the electoral agenda. U.S. Ambassador Hoekstra, during public appearances this week, also expressed his desire to reach an agreement as soon as possible.

Carney and Trump Discuss Framework for Bilateral Trade Agreement: Is Trump, Seeking Votes, Now Forced to Compromise with Carney?

The subtlety of this statement lies in its implication that Canada is now wielding a degree of initiative—while it is the Trump administration, not Canada, that is under pressure. So why did the U.S. side initiate adjustments in late October? Because the timing is unmistakable: the U.S. midterm elections begin on November 3 in Maine and Michigan. And districts like Maine and Michigan—deeply integrated into Canada’s trade and economic ecosystem—are seeing tariffs backfire, transforming into vote-sensitive issues. Maine’s Republican Senator Susan Collins has been actively urging the White House to ease tariffs on Canadian goods; the exemption list signed by Trump on October 23 was explicitly tailored to meet the needs of these states. Carney understood this dynamic. When he said 'the U.S. side is moving closer to Canada,' what he meant was: Washington’s concessions are driven by electoral pressure—not goodwill. And once the election concludes, this window of opportunity will most likely narrow. Therefore, the phone call on November 1 was less about a breakthrough in negotiations and more about establishing a basic framework before this window closes. At the same time, Carney has not placed full trust in the United States. He has opted for a dual-track strategy—one foot in Washington, the other in Brussels. Just days before that phone call, Carney had signed a 'Future Alliance' agreement with European Commission President Ursula von der Leyen in Montreal—the second-largest city in Canada—finalizing over twenty agreements covering critical minerals, digital trade, defense procurement access, and more.
