Carney is betting today on structural demand in 2032. Second, political volatility outpaces engineering timelines. Commissioning is slated for 2032, completion for 2035—spanning at least two federal elections and one Alberta election. The MOU’s lifespan may hinge on whether three successive governments remain in power. Carney currently commands a majority government—but two years hence, his political capital may well be depleted, rendering everything uncertain. Within Alberta, Smith remains fractured by the Wildrose insurgency and must first survive this year’s referendum. Over the next decade, any change in government could relegate this MOU to the dustbin of history. Third, Indigenous communities. This is the most non-negotiable time variable. When Alberta and Ottawa signed their MOU last November, coastal First Nations were neither consulted in advance nor granted meaningful engagement afterward—even when requesting meetings, they were cold-shouldered by the federal Minister of Natural Resources.
