What is the CFTC reviewing regarding the Commitments of Traders (COT) reports, and why is this review significant amid Kalshi’s expansion into commodities?

The Commodity Futures Trading Commission (CFTC) is reviewing the structure and publication of its Commitments of Traders (COT) reports—weekly data on trader positions widely used by hedge funds and other market participants for strategy development—and seeking public input on potential changes. This review follows outreach to the agricultural community and commercial end users, and coincides with Kalshi Inc.’s April announcement of a new commodities trading hub, which raises concerns because prediction markets like Kalshi are not required to submit position data for inclusion in COT reports. The CFTC is also specifically asking whether binary options—such as those traded on CFTC-licensed prediction markets—should be incorporated into the COT reports.

How did Kalshi respond to agriculture industry concerns about its new crop-related financial contracts?

In response to agriculture industry concerns about its new financial contracts tied to crops like corn, Kalshi agreed to limit its trading hours on those contracts to align with the trading hours of traditional exchanges, as reported by Bloomberg.
