Hydrogen Energy Utilization: Technology, Industry, and Commercialization Prospects

4. Current Status of Hydrogen Fuel Utilization in China 4.1 Overall Consumption Structure According to the National Energy Administration’s 'China Hydrogen Development Report (2025)': In 2024, China’s hydrogen production and consumption volume exceeded 36.5 million tons—ranking first globally. By the end of 2024, national hydrogen production capacity surpassed 50 million tons per year, with renewable-energy-based electrolytic hydrogen capacity exceeding 120,000 tons per year. Within the consumption structure, hydrogen is primarily used as a chemical feedstock (e.g., for ammonia and methanol synthesis, and oil refining); fuel applications—including hydrogen fuel cell vehicles and hydrogen-blended combustion—account for less than 1%. 4.2 Demonstration Project Construction Transportation Fuel Use: By the end of 2025, the five national demonstration city clusters had cumulatively deployed nearly 40,000 fuel cell vehicles. The March 2026 joint notice issued by three ministries sets a target to double the fleet size from the 2025 level by 2030, aiming for 100,000 units. Gas Turbine Fuel Use: Dongfang Turbine’s G15H (15 MW pure-hydrogen turbine) and Mingyang’s 'Jupiter-1' (30 MW pure-hydrogen turbine) have entered demonstration operation; the latter has completed full-chain validation—from hydrogen production to power generation. Industrial Heat Supply Fuel Use: Projects by Huadian Inner Mongolia and Zhongbo Green Energy have achieved large-scale application of green hydrogen for industrial heating. Datang Duolun’s integrated wind-solar-hydrogen project delivers green hydrogen directly to coal chemical facilities to replace grey hydrogen; it has operated continuously for over 3,600 hours, producing more than 14.5 million Nm³ of high-purity green hydrogen and reducing CO₂ emissions by over 28,500 tons. 4.3 End-User Price and Cost In 2024, the nationwide production-side hydrogen price stood at ¥28.0/kg (down 15.6% year-on-year), while the consumption-side price was ¥48.6/kg (down 13.7% year-on-year). In hydrogen-blended combustion applications, hydrogen’s energy-equivalent price is two to three times that of natural gas; blending ratios are typically capped at 30%, and economic viability without subsidies remains challenging. The tri-ministerial pilot notice explicitly targets an average terminal hydrogen price below ¥25/kg, with leading regions aiming for approximately ¥15/kg. 5. Policy Framework and Carbon Reduction Significance 5.1 Policy Architecture The 'Medium- and Long-Term Development Plan for the Hydrogen Industry (2021–2035)' established hydrogen’s strategic status. In 2025, the newly enacted 'Energy Law' formally classified hydrogen alongside coal, petroleum, and natural gas as an energy source, affirming its energy attribute. The March 2026 tri-ministerial 'Notice on Launching Comprehensive Hydrogen Application Pilot Programs' establishes a '1+N+X' diversified application ecosystem: '1' denotes fuel cell vehicles; 'N' includes green ammonia/methanol, hydrogen-based chemical feedstock substitution, hydrogen metallurgy, and hydrogen-blended combustion; 'X' covers maritime, aviation, rail transit, backup power, and combined heat and power systems. Financial support: Central fiscal funding adopts a 'reward-for-performance' model, with each city cluster receiving up to ¥1.6 billion over a four-year pilot period. 5.2 Carbon Reduction Benefits Fuel Cell Applications: Lifecycle carbon emissions depend heavily on hydrogen’s origin—green hydrogen enables near-zero emissions, whereas grey hydrogen retains upstream emissions. Hydrogen-Blended Combustion: Emission reductions scale approximately linearly with hydrogen blending ratio; Mitsubishi’s 50% blending trial achieved ~22% CO₂ reduction; pure-hydrogen combustion is theoretically zero-carbon. Project Examples: Datang Duolun’s annual production of 70.59 million Nm³ of green hydrogen—replacing grey hydrogen—yields ~129,300 tons of annual CO₂ reduction; Zhongbo Green Energy’s hydrogen-blended energy supply for rare-earth smelting cuts emissions by over 40%, achieving ~500,000 tons of annual CO₂ reduction. 6. Commercialization Challenges and Outlook

On March 16, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly issued the 'Notice on Launching Comprehensive Hydrogen Application Pilot Programs'

Major Announcement! Three Ministries Launch Comprehensive Hydrogen Application Pilot Program—Five City Clusters to Share Up to ¥1.6 Billion in Rewards; Target Hydrogen Price of ¥15/kg by 2030 On March 16, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly issued the 'Notice on Launching Comprehensive Hydrogen Application Pilot Programs', officially launching a nationwide commercialization drive for the entire hydrogen industry chain—with city clusters as the core implementation unit. This landmark policy marks another milestone in China’s hydrogen strategy following the 'Medium- and Long-Term Development Plan for the Hydrogen Industry (2021–2035)', clearly defining key 2030 targets, designating five pilot city clusters, offering up to ¥1.6 billion in rewards per cluster, and targeting resolution of the three critical bottlenecks: cost, infrastructure, and commercial viability. I. Pilot Core: Five Major City Clusters + Four-Year Cycle—Precision Support via 'Reward-for-Performance' This pilot program selects only five city clusters, with a four-year implementation period. It employs a 'challenge-based selection' ('posting a list and inviting bids') mechanism, prioritizing regions with strong industrial foundations, abundant application scenarios, robust resource guarantees, and complete industrial chains. Central fiscal support is delivered through a 'reward-for-performance' model, with a maximum reward of ¥1.6 billion per city cluster. Funds will be disbursed in tranches based on progress in application deployment and hydrogen consumption volume—ensuring genuine implementation and measurable outcomes. II. Hard Targets for 2030: Dual Achievement in Cost and Scale The pilot sets clear quantitative targets to push the hydrogen industry from 'technically feasible' to 'economically viable': 1. Terminal Hydrogen Price: Average price across pilot city clusters to fall below ¥25/kg, with leading regions targeting ~¥15/kg; 2. Vehicle Deployment Scale: Nationwide fuel cell vehicle stock to double from the 2025 level, aiming for 100,000 units; 3. Equipment Upgrade: Accelerate iteration of core equipment—including fuel cells, electrolyzers, and hydrogen storage/transport systems—to achieve integrated development across the entire industrial chain. III. Six Application Scenarios Open for 'Challenge-Based Selection'—Building a '1+N+X' Ecosystem The pilot focuses on six key application scenarios. City clusters may select scenarios according to local needs, fostering a comprehensive application ecosystem structured as 'one universal scenario + N industrial scenarios + X innovative scenarios', thereby avoiding low-level redundant construction: 1. Fuel Cell Vehicles (Universal Core): Leveraging hydrogen highways/corridors as the backbone, priority promotion targets medium- and heavy-duty commercial vehicles and cold-chain logistics fleets; simultaneous expansion into public transport, sanitation, and official vehicles is required. Each cluster must deploy over 8,000 compliant vehicles and construct more than 30 new refueling stations, with each vehicle accumulating over 30,000 km in cumulative operational mileage;
