Will Africa become a new global center for industrial manufacturing in the future?

Nigeria’s industrial foundation is weak, and essential industrial goods required for industrialization are severely lacking—forcing private capital to shoulder the task of industrialization. To put this in perspective: China’s annual refining output in 1990 was 100 million tons—roughly equivalent to 2 million barrels per day—comparable to Dangote Group’s post-expansion capacity. If we include other refineries across sub-Saharan Africa, the continent’s aggregate refining capacity will approach China’s level around the year 2000. Beyond refining, Dangote’s fertilizer investments are equally ambitious: its Nigerian urea plant currently produces 3 million tons annually, with expansion plans underway in Nigeria and Ethiopia targeting a combined output of 12 million tons per year—matching China’s early-1990s national production level. Dangote’s ambitions extend further still: in a recent interview, he announced plans to invest at least $10 billion in new power plants across Africa, totaling 20,000 MW of generating capacity. He also considered building a 5-million-ton-per-year steel mill—but postponed that plan after prioritizing the electricity sector instead. Thanks to the success of its mega-refinery projects, the Dangote Group has earned strong investor confidence, enjoys easy access to financing, and recently completed a successful stock listing. In a country where basic industrial goods are acutely scarce, his success may appear accidental—but it is, in fact, inevitable, driven by overwhelming market demand. Should he realize all his planned projects, he may well be hailed as the 'Father of African Industrialization.' Dangote is merely the most prominent representative of Africa’s rising industrial capital; others abound—including Devki Group in East Africa. This Kenyan-based conglomerate operates a 500,000-ton-per-year steel mill in Kenya and is now constructing a 1-million-ton-per-year facility in Uganda, scheduled to reach full capacity by end-2027. Similar indigenous African capital is emerging en masse across sectors such as cement, food processing, and automobile assembly.

His cement plant owns its own limestone reserves and uses its in-house transport company, cutting costs by 45%. His sugar refinery controls a 30,000-hectare sugarcane plantation, raising raw-material self-sufficiency by 30%. His refinery has signed long-term supply agreements with multiple global oil majors, ensuring stable feedstock. Step by step, Dangote transformed his company into West Africa’s largest industrial conglomerate—with operations spanning numerous African countries. Starting with just $3,000 borrowed capital, he amassed a fortune of $23.8 billion, becoming the world’s wealthiest Black person. Since Forbes launched its Africa Rich List in 2008, he has consistently ranked #1. Given that his core businesses serve fundamental needs tied to economic development and population growth, Dangote is expected to retain his position as Africa’s richest person for the foreseeable future. Some attribute his success to a combination of family background, talent, opportunity, and hard work. Dangote himself believes that, beyond these factors, personal networks—especially strong ties with government authorities—are critical to entrepreneurial success. Much like the Qing Dynasty ‘red-cap merchant’ Hu Xueyan—who first backed Wang Youling and later aligned closely with Zuo Zongtang—Dangote places great importance on cultivating personal relationships with political leaders. He first met former Nigerian President Olusegun Obasanjo in the late 1970s, when Obasanjo served as a military officer; they became close friends. In 1999, Dangote financially supported Obasanjo’s presidential campaign. After Obasanjo’s election, Dangote participated in state-owned enterprise privatization programs—reaping enormous financial rewards. During the turbulent 1990s—marked by repeated military coups in Nigeria—Dangote’s business continued to thrive. Over decades, he has persistently cultivated close ties with top political figures. Regardless of who holds the presidency, he consistently gains access to centers of power—ensuring smooth business operations. Of course, this approach has drawn widespread criticism in Nigeria. Yet as Dangote’s wealth and influence have grown, the balance of power has shifted: today, political leaders need his support more than ever. Because the Dangote Group’s products play a vital role in reducing import dependency and conserving foreign exchange. Former Nigerian President Goodluck Jonathan once stated in a speech: 'I believe those criticizing Dangote contribute less than 5% to this nation compared to what he has achieved.'
