Will Africa become a new global center for industrial manufacturing in the future?

Nigeria’s industrial foundation is weak, and various basic industrial goods required for industrialization are severely lacking—thus private capital has had to shoulder the task of industrialization. Though termed a 'task,' it is in fact a business opportunity: the scarcity of domestic supply creates relatively high profit margins in the local market. Dangote’s enterprise began with cement manufacturing and, after achieving an annual output of several tens of millions of tons across West Africa, moved on to invest in petroleum refining. Its refinery in Lagos has a daily refining capacity of 650,000 barrels and is preparing to expand to 1.4 million barrels per day. Meanwhile, the Dangote Group has also launched a refinery project in East Africa’s Kenya, with a total investment of $15 billion and a planned daily refining capacity of 700,000 barrels. Once both new projects are completed, the Dangote Group’s total daily refining capacity will reach 2.1 million barrels. To put this in perspective: China’s annual refining output in 1990 was 100 million tons—roughly equivalent to 2 million barrels per day—comparable to the Dangote Group’s total refining capacity after expansion. If we include other refineries operated by firms across sub-Saharan Africa, the continent’s aggregate refining capacity will approach China’s level around the year 2000. Beyond refining, Dangote’s fertilizer plant investments are equally ambitious. Its current urea production capacity in Nigeria stands at 3 million tons annually; plans are underway to expand capacity in Nigeria and Ethiopia, targeting an annual output of 12 million tons—rapidly approaching China’s early-1990s level. Dangote’s ambitions extend even further: in a recent interview, he revealed plans to invest at least $10 billion in building power plants totaling 20,000 MW across Africa. He also intends to enter the steel industry—originally planning a 5-million-ton-per-year steel mill—but postponed that project after deciding the power sector offered greater potential. Thanks to the success of its mega-refinery project, the Dangote Group has earned strong confidence from capital markets, making financing comparatively easy. It recently went public. In a country where basic industrial goods are acutely scarce, Dangote’s success may appear accidental—but it is in fact inevitable, driven by overwhelming market demand. Should he realize all his plans, he may well be hailed as the 'Father of African Industrialization.' Dangote is merely a representative figure among Africa’s large-scale indigenous capitalists—others exist in abundance, such as Devki Group in East Africa. This group operates a 500,000-ton-per-year steel plant in Kenya and has recently begun constructing a 1-million-ton-per-year steel plant in Uganda, scheduled to reach full capacity by the end of 2027. Similar indigenous African capital is emerging en masse across other sectors—including cement, food processing, and automobile assembly.

Africa’s Largest Refinery: Dangote’s Grand Vision

An Indispensable Business Conglomerate The refinery is a macroeconomic feat as well as an industrial one. Last year the IMF estimated that, if run at full capacity, it would increase Nigeria’s non-oil GDP by 1.5% between 2025 and 2026, while increasing official dollar reserves by $5.5bn annually. For decades Nigeria, sub-Saharan Africa’s largest crude producer, has imported most of its petrol, which governments subsidised. Mr Dangote’s refinery, which can more than cover Nigeria’s domestic petrol consumption when running at full tilt, helps reduce demand for dollars and supports the value of the local naira. “Nigeria would have been at a standstill now without the refinery,” Mr Dangote says. This refinery is both an industrial marvel and a macroeconomic achievement. Last year, the International Monetary Fund (IMF) estimated that, operating at full capacity, it would boost Nigeria’s non-oil GDP by 1.5% between 2025 and 2026, while adding $5.5 billion annually to official foreign exchange reserves. For decades, Nigeria—the largest crude oil producer in sub-Saharan Africa—has imported most of its gasoline, heavily subsidized by successive governments. Dangote’s refinery, capable of fully meeting Nigeria’s domestic gasoline demand when operating at full capacity, helps curb demand for U.S. dollars and bolsters the value of the local naira. “Without this refinery, Nigeria would be at a standstill right now,” Dangote stated. He disputes the idea that he is using his usual playbook with the refinery, taking advantage of tax breaks and import bans.
