Our answer is: Watch Brent—and watch for persistence. The same barrel of oil is presenting two distinct faces. One is America’s face: The White House seeks to lower domestic fuel prices ahead of the midterm elections and is contemplating restrictions on diesel exports—thus politically suppressing both WTI and U.S. diesel prices. The other is the global face: Brent and overseas diesel prices reflect genuine supply-demand imbalances and determine how long the energy shock will last—precisely what the Federal Reserve monitors. I. White House Price Suppression: Costs Deferred The widening WTI-Brent spread stems primarily from market expectations of U.S. diesel export restrictions. Once exports are curbed, refiners would be forced to cut operating rates, reducing domestic crude demand and thereby widening WTI’s discount. The backdrop is surging diesel prices: On September 21, the U.S. retail diesel average hit a record high of $6.53 per gallon—up from roughly $3.50 at the start of the year; distillate inventories stood below 97 million barrels, about 13% below the five-year average. On September 22, Trump stated he had advocated internally, “Don’t ship diesel overseas,” and Treasury Secretary Bessent said feasibility was under review the same day. In the short term, restricting exports would indeed lower domestic prices. U.S. diesel exports averaged about 1.6 million barrels per day in August—almost entirely from the Gulf Coast. Meanwhile, the East Coast—the region facing the tightest supply—relies on Jones Act waivers (in effect since March) allowing foreign-flagged tankers to carry diesel from the Gulf Coast. If an export ban were implemented, roughly 1.1 million barrels per day of net exports would shift into domestic inventory; within about two weeks, inventories could return to their five-year average, and retail diesel prices might fall from $6.50 to around $4.40. A combination of a temporary ban plus continued shipping waivers would be highly effective in the near term. Yet policy signals have been inconsistent. On September 23, Politico reported the administration was preparing a 90-day diesel export ban—but the White House swiftly denied it, and Energy Secretary Wright stated a “blanket” ban was unworkable, favoring instead voluntary export adjustments negotiated with refiners. Late on Friday the 25th (after market close), Senator Cruz relayed the White House’s position: diesel exports would not be banned. The likelihood of a full ban has clearly diminished—but the discussion has merely shifted from “whether to ban” to “how much to restrict,” with the timing window concentrated before the election: cargoes covered by Jones Act waivers must be loaded by November 15—just covering the November 3 midterm elections. The White House’s price suppression carries two costs. First, abroad. U.S. diesel exports account for roughly one-fifth of global seaborne diesel trade and about half of EU diesel imports in August. If a ban were enacted, Northwest European diesel crack spreads are projected to rise 27%. Latin America may face physical shortages: Mexico’s diesel inventory days-on-hand have fallen from about 11 days at end-2024 to under six days. Restricting exports effectively exports inflationary pressure overseas: European short-end rates remain highly sensitive to energy prices; central banks in energy-importing countries—including Mexico, South Africa, and Turkey—may be forced to hike rates; meanwhile, U.S. assets’ relative advantage in energy cost terms would temporarily widen.

"We’re currently facing a diesel supply shortage because all refineries in the Persian Gulf region are unable to export product," Joe DeLaura, Senior Energy Strategist at Rabobank, told The Wall Street Journal earlier this month. "Crude oil is just a raw material, but diesel is the very foundation upon which the industrial economy runs," he added: "Agriculture, construction, mining—and the entire supply chain and distribution network—all depend on diesel." Major oil companies have likewise warned that fuel supply tightness is far more acute than crude shortages—a situation that has drawn sharp criticism from President Trump, who accused Exxon and Chevron of excessive profits and demanded they pass some of those profits on to consumers. Meanwhile, U.S. diesel exports have hit record highs. According to Bloomberg, daily exports held steady at 1.5 million barrels for five consecutive weeks before surging to an all-time peak. With refiners currently unable to boost diesel output, fuel suppliers have resorted to drawing down inventories. Bloomberg reports that U.S. diesel stocks have plunged to their lowest level since 1996—just as peak demand season approaches and refinery maintenance season looms. Price, as always, serves as a reliable indicator of diesel supply security. According to Bloomberg’s recent report on diesel supply conditions, European diesel prices have surged 40% since mid-June 2026—while crude prices rose only 5% over the same period. Since March 2026, EU diesel inventories have declined by 30%, even as the bloc has severed fuel imports from Russia and banned imports of fuels refined elsewhere using Russian crude. This will make European fuel importers increasingly reliant on U.S. supply—but some analysts doubt U.S. diesel exports can sustain record levels indefinitely. Zameer Yusof, Head of Clean Petroleum Products at Kpler, told Bloomberg: "U.S. Gulf Coast refiners cannot keep exporting diesel to Northwest Europe indefinitely—they have their own problems to deal with." Meanwhile, Asia faces its own fuel supply challenges and will not continue sharing diesel resources with Europe at current levels. As June Goh, Oil Analyst at Sparta Capital, told media outlets: "We’ve never fully recovered from Middle Eastern refining losses—and we’ve also lost Russian capacity. Europe’s dilemma isn’t a crisis of the moment, but a crisis of the future." Slav adds that adding natural gas into the equation would deepen Europe’s crisis. Analysts worry that, with EU natural gas inventories far below seasonal norms, shortages may emerge this winter—and no contingency measures exist, as buyers await falling LNG prices, a scenario unlikely in the near term. For major energy importers, unfortunately, any meaningful global diesel supply relief also appears unlikely in the immediate future.
