Special Report on the Lithium Industry: Overseas Lithium Exploration Cannot Wait — An Overview of Overseas Lithium Resource Development

Bolivia’s advantageous mineral resources include tin, lithium, antimony, tungsten, and silver, making it one of the world’s major silver producers. Together with Chile and Argentina, it forms the South American 'Lithium Triangle'. Mining in Bolivia has a history exceeding 500 years; however, in 1952, the government nationalized mining projects through substantial compensation and established the state-owned Bolivian Mining Corporation (COMIBOL), leading foreign investors to adopt a more cautious stance. Although the sector began opening to private investment in the 1980s, persistent resource nationalism and political instability have limited the number of privately or jointly operated resource projects. Moreover, certain mining regulations are unfavorable to private investment, while underdeveloped domestic infrastructure and industrial systems have resulted in low exploration levels and minimal progress in mining development overall. Since the current administration took office at the end of 2020, it has actively promoted an industrialization strategy and expanded public investment, contributing to economic recovery and a gradual improvement in foreign direct investment, which had previously stalled. From a policy perspective, Bolivia maintains a comprehensive mining regulatory framework, yet implementation remains relatively complex and opaque. The state retains full ownership of natural resources and prohibits their transfer; exploration and production may only proceed via state authorization, and the entire mining value chain must remain under state control. COMIBOL, as the state-owned enterprise, holds numerous exclusive mining rights. Meanwhile, lithium and potassium resources are primarily held by YLB (Yacimientos de Litio Boliviano), a state-owned company established in 2017—meaning lithium resource development must be fully state-led. Foreign companies may only develop lithium resources through joint ventures with state-owned enterprises, and such enterprises must hold controlling stakes (potash projects require 100% government ownership). Lithium resource development in Bolivia faces formidable challenges. According to the President’s July 2023 speech, Bolivia’s total lithium resources have been upgraded to 23 million metric tons of lithium metal (equivalent to ~120 million metric tons LCE), making it the world’s largest lithium resource holder with immense development potential. Most notably, the Salar de Uyuni is Bolivia’s—and the world’s—largest lithium-rich brine salar; additional nearby salars include Coipasa and Pastos Grandes. Yet large-scale industrial development remains unrealized. Beyond lower lithium concentrations and less favorable brine chemistry compared to Chile and Argentina, we believe the fundamental impediment lies in pervasive resource nationalism—manifested through policy instability and strong governmental intervention. Additional constraints include significant influence wielded by local labor unions, a domestic lack of accumulated expertise in salar lithium extraction technology, and severe infrastructure deficits—all of which hinder ramp-up even after lithium carbonate plants are constructed, resulting in prohibitively high production costs. In response to these difficulties, Bolivian authorities previously sought external lithium extraction technologies, receiving technical support from Chinese- and German-funded enterprises—including ACI—and attracting cooperation from a Chinese consortium led by Xinjiang TBEA. Nevertheless, actual progress has fallen far short of expectations; indeed, the German-funded project was halted outright by new legislation following a change in government. Furthermore, Bolivia lost its sole coastal province during the 1879 War of the Pacific (the 'Saltpeter War') and became a landlocked nation—lacking seaports for convenient maritime transport remains another persistent challenge.

In-Depth Research Report on the Lithium Industry: Detailed Analysis and Assessment of Lithium Resources in Europe and the United States

Lithium resource development in Europe and the United States embodies ambitions for supply chain localization. Both regions host highly developed automotive industries; amid the global electric vehicle (EV) wave, major automakers in Europe and the U.S. have formulated ambitious electrification strategies. Concurrently, battery manufacturing capacity in both regions is expanding rapidly. According to Piedmont Lithium’s statistics, by 2025, U.S. domestic battery production alone is projected to require approximately 516,000 metric tons per year of lithium raw materials (calculated as lithium hydroxide). In contrast, lithium resource development and lithium compound production in Europe and the U.S. currently remain at relatively low levels. Only a handful of domestic lithium producers operate—such as Albemarle and Livent—rendering lithium supply heavily reliant on imports. As one of the core raw materials for EVs, lithium’s strategic importance continues to rise. Domestic lithium resource development is thus not only a critical pillar supporting the automotive industry’s electrification transition but also reflects industry-wide, strong demand for localized supply chains. Assessment of Lithium Resource Development in Europe and the United States Lithium resource development in Europe and the U.S. faces considerable challenges. Compared with lithium projects elsewhere globally, advantages in these regions lie primarily in superior infrastructure and synergistic effects across the industrial chain—especially in mining-mature countries like Canada, where lithium development environments rank competitively worldwide. However, disadvantages are equally pronounced: (1) relatively modest resource reserves, lacking mega-mines comparable to those in Australia and Africa; (2) prominent environmental and community-related issues, resulting in arduous permitting processes for mine construction; and (3) excessively high capital requirements, constraining rapid project construction and commissioning. Exorbitant investment requirements constitute the primary obstacle. A defining feature of lithium projects in Europe and the U.S. is their integrated nature—combining mining, ore processing, and lithium compound production—typically yielding lithium hydroxide or lithium carbonate rather than spodumene concentrate. This integration stems directly from the regions’ advanced automotive industries and rapidly growing battery manufacturing capacity. Yet it also leads to universally high capital expenditures, difficult financing, and consequent delays in construction and commissioning timelines. Total planned lithium production capacity across European and U.S. projects reaches approximately 700,000 metric tons LCE, with output expected to commence in 2024–2025. Regarding development progress, only three projects are anticipated to enter production in 2022–2023: Sigma Lithium’s Grota do Cirilo lithium mine, Sayona Mining’s NAL lithium mine (a restart), and Savannah Resources’ Mina do Barroso lithium mine. Currently, the majority of European and U.S. lithium projects remain at the Pre-Feasibility Study (PFS) or Preliminary Economic Assessment (PEA) stage, meaning they are still years away from construction and development. Based on disclosed development plans from respective companies, the aggregate planned production capacity of European and U.S. lithium projects totals approximately 700,000 metric tons LCE. We anticipate that some of these projects will begin production in 2024–2025. However, given the substantial challenges facing lithium development in Europe and the U.S.—including excessive capital requirements and difficulties associated with environmental and social impact assessments—the probability of underperformance relative to expectations remains high.
