Why are oil and gas giants entering the electricity retail market?

Today, while reading a news article from Ofgem, I was surprised to learn that Shell Energy had stepped in to acquire failing UK electricity suppliers amid a wave of collapses in the UK retail electricity sector. Are oil and gas giants really entering the electricity retail business? What’s going on here? Curious, I looked up recent reports. The story dates back to December 2017, when Shell announced its acquisition of First Utility, a UK-based retail energy supplier. Although the UK’s retail energy market remains dominated by the ‘Big Six’ suppliers, their market share has been steadily eroding in favor of smaller retailers. Today, smaller suppliers collectively hold 20% of the UK market—up from less than 1% a decade ago. First Utility alone accounted for 3% of that market. In 2018—exactly one year after the acquisition—First Utility was rebranded as Shell Energy and announced it would supply 100% renewable electricity. Customers could enjoy a 3% discount on up to 60 liters of fuel per month at Shell service stations nationwide. Those signing three-year fixed-price contracts received a smart thermostat free of charge upon installation, plus discounts on electric vehicle (EV) chargers. On its official website, Shell Energy states: “At Shell Energy, all our electricity comes from 100% renewable sources—including wind, solar, and biomass. Our renewable electricity is certified under the Renewable Energy Guarantees of Origin (REGO) scheme, meaning every unit of electricity you purchase from us is matched with an equivalent unit generated from 100% renewable sources in the UK.” Since then, Shell Energy has continued expanding through acquisitions—including Hudson Energy and Green Star Energy. However, Shell’s foray into the UK retail market hasn’t been smooth sailing. In 2020, its pre-tax loss reached £138 million—up sharply from £31.5 million the previous year. The company attributed the decline to ‘adverse market conditions.’ Shell’s ambitions extend well beyond the UK. In the Netherlands, Shell announced it will begin offering green electricity and natural gas to consumers starting this coming autumn—positioning itself as a direct competitor to established energy providers such as Eneco, Vattenfall, and Essent.
