Second, by championing 'friendly' topics such as low-emission shipping cooperation and sustainable resource development, the EU occupies the moral high ground on environmental protection—deepening its influence and participation in Arctic affairs while avoiding provoking suspicion or resistance from Arctic states. Although the EU’s Arctic strategy consistently emphasizes 'environmental friendliness' in rhetoric, its core objective remains safeguarding and expanding its interests and influence in the region. Moreover, many Third Group countries have long invested heavily—in both funding and personnel—in Arctic scientific research and field expeditions. Through such research, they have acquired exclusive data on Arctic climate, oceanography, and geology, laying foundations for route development, shipbuilding, and even resource exploration. Countries like China and Japan—highly dependent on overseas oil and gas supplies—are especially keen to secure a share of Arctic opportunities to ensure energy security. So the question arises: Where is the 'unsealed' Arctic headed? What impact will the 'Arctic Era' have on the global order? Short-Legged, Shallow Insight In short, although the First and Second Groups hold inherent advantages in competing for Arctic interests, the sheer scale and formidable influence of the Third Group ensure that the Arctic can never become the exclusive domain of any single country or bloc.

• Shipping-related: The vessels Pioneer and Asya Energy entered Russian waters at the end of July and subsequently disabled and altered their Automatic Identification Systems (AIS). Between August 1–3 and August 9–11, respectively, they loaded liquefied natural gas (LNG) from the Arctic LNG-2 project—confirming their connection to the project.
