Since its inception, it has received strong support and assistance from Azerbaijan and other Caspian countries, establishing itself as one of the largest oil, petrochemical, and natural gas exhibitions in the Caspian region. Baku is often dubbed the 'Soviet oil depot.' The oil and gas industry constitutes the main pillar of Azerbaijan’s national economy, with hydrocarbon resources concentrated primarily on the Absheron Peninsula and in the Caspian Sea. To date, the Caspian region has discovered proven oil reserves totaling 48 billion barrels—accounting for 3.5% of global reserves. Azerbaijan’s machinery manufacturing sector remains relatively underdeveloped, and most oilfield equipment is imported. IV. History of Azerbaijan’s Oil & Gas Exploration, Development, and Market Opening (A) Oil Exploration and Production: Under the leadership of national leader Heydar Aliyev (the late president), on September 20, 1994, Azerbaijan signed one of the most landmark agreements in its 20th-century history—the Production Sharing Agreement (PSA) for the joint development and production of the 'Azeri,' 'Chirag,' and 'Gunashli' oil fields located in Azerbaijan’s sector of the Caspian Sea.
