Starving the master to death only starves oneself first: India’s ‘de-Sinicization’ of its photovoltaic industry has brought 60% of its production capacity to a standstill.

A temperature deviation of just 0.5°C in a diffusion furnace can reduce the conversion efficiency of an entire solar cell by 0.2 percentage points; a screen-printing misalignment of merely one micrometer can slash yield by five or six percentage points. These parameters aren’t listed in instruction manuals—they’re hard-won process know-how accumulated over more than a decade, through billions of yuan in investment and countless trial-and-error setbacks. Even more critical is ramping up mass production. From groundbreaking to equipment installation takes about six months; from commissioning to stable mass production requires another year; and it takes yet another six months to raise yield up to the industry average—making 18–24 months the industry standard. Even if India started building new cell production lines at full speed today, the earliest it could reliably produce qualified products would be 2028—far too late to address its immediate crisis. India’s rosy calculation: Does a turnkey project = technology transfer? India isn’t unaware of how difficult solar cell manufacturing is—it simply banked on a seemingly clever shortcut: starting with assembly before moving to full-scale manufacturing, trading market access for technology, mastering the process first and then booting out Chinese firms—repeating the playbook from its mobile-phone industry. In recent years, India massively expanded its PV capacity, sourcing nearly all core equipment from China: Reliance Industries purchased eight full HJT (heterojunction) cell production lines from MaxPower, with total capacity of 4.8 GW—the order value exceeded half of MaxPower’s full-year 2021 revenue. JieJia WeiChuang’s TOPCon full production lines have also been delivered in bulk to Indian manufacturers. All were turnkey projects—Chinese firms shipped equipment, installed and commissioned it on-site, and trained Indian workers step-by-step until the line was operational. Indians assumed that once equipment was purchased and machines could be switched on, technology mastery had been achieved. Adani Group’s plan was even more sophisticated: leveraging government-owned power plant projects as bargaining chips, it demanded bidders disclose proprietary process parameters during tenders—attempting to extract core technologies via its buyer’s leverage, then reverse-engineer and replicate production lines. Once domestic capacity matured, it would shut out Chinese modules using anti-dumping duties and import restrictions—capturing both market share and technology. What they overlooked was the most crucial point: Turnkey projects deliver equipment—not process expertise. You can learn to press buttons and start machines—but not how to tune parameters, troubleshoot failures, or optimize yields. Currently, many critical production tools in Indian PV factories—including crystal-growing furnaces, thin-film deposition systems, and integrated production control systems—come from China. Even line commissioning, process optimization, and equipment maintenance require on-site support from Chinese engineers. India has imported production equipment, but failed to absorb the corresponding technology, processes, skilled personnel, or industrial ecosystem. India even established fast-track approval channels specifically for PV manufacturing and designated large industrial parks in Gujarat and Rajasthan to attract Chinese investment. Yet no Chinese firm took the bait—because the cautionary tale is already written: offer generous incentives to lure you in, then impose tax audits, demand technology transfers, enforce mandatory localization once the line is built—and finally squeeze you out. This “open the door to invite investors, then slam it shut to beat the dog” pattern has lost all credibility. Trying to ditch the crutch before learning to walk—only ends up hurting yourself. Domestic solar cells can’t even meet internal demand, yet Tata Power still boasts about exporting PV modules to Europe—a classic case of putting on a brave face while lacking substance. With core components still imported, what exactly supports such exports? The root cause of this crisis has never been insufficient capacity—it’s impatience. Always chasing shortcuts; always hoping to starve the master; always assuming policy barriers alone can incubate a homegrown industry.

For its owner, Tata Power, the plant—located in Mundra, Gujarat—faced unprofitability due to soaring fuel costs coupled with low electricity tariffs. However, energy-market turbulence triggered by the Iran war has revived the plant: per instructions from the New Delhi government, it resumed full-capacity operations on April 1. Restarting the Mundra plant is one of several emergency measures aimed at averting an energy collapse during the peak heat season from April to June. The challenge is formidable: amid forecasted heatwaves, the Indian government expects electricity demand to hit a record 270 gigawatts—including substantial power needed for air conditioning, which makes life bearable under temperatures regularly reaching 40–45°C. Even under normal conditions, this nation of nearly 1.5 billion people frequently experiences blackouts due to rising electricity consumption. Now, the Iran war has worsened the situation by causing natural gas shortages. Market analysts anticipate that India’s gas-fired power plants—which normally help balance peak and off-peak loads—will be almost unable to fulfill their usual role this year. In an analysis, financial information provider S&P Global stated: “India will be forced to rely more heavily on coal-fired generation.” A series of emergency measures aims to ensure this outcome: postponing scheduled maintenance at power plants to add 10 GW of generating capacity; accelerating domestic coal shipments from state-owned mines; and closely monitoring construction progress of new coal-fired plants slated for completion in the coming months, according to government sources. Whether India’s power grid can withstand this load test may become clear within the next few weeks: India’s meteorological department forecasts the first heatwave arriving no later than May. According to the agency, overall, the number of hot days this summer is expected to exceed the long-term average. In South Asia, extreme heat not only strains energy supply but also burdens healthcare systems. A study published in the professional journal *International Journal of Environmental Research and Public Health* in 2024 found that mortality rates in India rise on average by 15% during heatwaves.
