A cartel is a monopolistic business alliance formed when enterprises producing identical goods enter into agreements to monopolize markets and secure high profits—such agreements cover areas including division of sales markets, stipulation of output levels, and determination of commodity prices. It is an important form of monopoly organization, first emerging in Germany (German: Kartell) in 1865. After World War I, cartels rapidly expanded across market economies worldwide. Due to threats from potential entrants, cheating by member firms, and government antitrust measures, cartels are inherently unstable forms of monopoly. A syndicate is another form of monopoly organization. Firms participating in a syndicate retain independence in production and legal status but lose commercial independence. By signing agreements to unify the sale of goods and procurement of raw materials, all sales and purchases are handled centrally by the syndicate’s general office. Internal competition among member firms for sales shares persists. Syndicate members cannot directly engage with the market; if any member wishes to withdraw, it must expend significant funds to re-establish purchasing and sales infrastructure and re-engage with the market.
