I. Background Overview Anyone with life experience knows that extreme heat is often followed by extreme cold. This winter’s temperatures may be lower than in previous years, and during extreme weather events, dependence on energy typically increases. In the field of new energy, Europe—having been misled by the United States—has now turned back to traditional energy sources. Yet, paradoxically, it has severely restricted its own natural gas supply. Fortunately, Germany—ever the pragmatist—had prepared a contingency: the Nord Stream pipeline not only ensures Germany’s priority access to natural gas but also ties Russian energy supplies to the German economy, enabling it to outcompete long-standing rivals such as the UK and France. France, however, is no easy target for manipulation: if Germany relies on French nuclear power, France simply builds its nuclear plants right along the Franco-German border. II. Impact of the Russia-Ukraine Conflict and Extreme Weather The outbreak of the Russia-Ukraine conflict triggered coordinated economic and energy sanctions against Russia by the U.S. and Europe, halting construction of Nord Stream 2 and severely disrupting operations on Nord Stream 1—delivering a major blow to Europe, which remains deeply dependent on Russian energy. Meanwhile, this summer’s exceptional heat and drought had dual consequences: first, excessively high river temperatures rendered river water unsuitable for cooling nuclear reactor cores, impairing nuclear power generation in France; second, drought-induced low water levels reduced navigability of rivers like the Rhine—critical waterways used by German coal-fired power plants to receive fuel shipments by barge. Reduced barge capacity thus hampered coal deliveries and undermined Germany’s electricity generation, further straining Europe’s overall energy supply. III. Europe’s Dependence on Russia and the ‘De-Russification’ Effort Russia was historically Europe’s primary supplier of conventional energy. Europe’s industrial sector proved most sensitive to efforts to sever Russian energy ties. Coal, oil, and natural gas collectively dominate Europe’s energy mix—and Russia ranked first as the source for imports across all three. Unlike oil and coal markets, the natural gas market remains comparatively fragmented. Without the Nord Stream pipeline, Europe can import gas from alternative suppliers only at steep price premiums. Industrial consumers account for approximately 23% of Europe’s natural gas consumption—and exhibit the lowest demand elasticity, making substitution extremely difficult. Households consume about 34% of Europe’s natural gas and are designated a priority-protected sector. Power and other energy sectors consume roughly 32%, with coal and oil products serving as key substitutes—driving last year’s broad-based price increases through price spillovers.

IMF Capital Limited: Rhine River Water Levels Plummet, Exacerbating the European Energy Crisis

The Rhine River—stretching 800 miles (1,288 km) from Switzerland to the North Sea—is one of Europe’s longest rivers and among the world’s busiest inland waterways. It serves as a vital transport artery for countries along its course, especially Germany, carrying tens of millions of tons of goods into Europe’s interior. However, with water levels now at their lowest in 15 years, barges are severely constrained in their ability to carry fuel, coal, and other essential cargo. According to maritime brokerage firm Riverlake, the Rhine’s low water levels mean that barges entering Germany’s interior operate at only about 30% of their normal capacity. These vessels typically transport middle-distillate products—primarily diesel. A single barge operating from the Amsterdam-Rotterdam-Antwerp (ARA) energy hub normally carries up to 25,000 tonnes when fully loaded. Yet, if bound for destinations beyond Kaub in Germany, its load must be reduced to approximately 800 tonnes. As shown in the figure below, water levels at Kaub have recently declined further—now reaching their lowest point since at least 2007. Riverlake forecasts that, in the coming days, loading capacity for barges traveling from the ARA hub to inland destinations beyond Kaub will decline even more. According to Avenergy Suisse—the Swiss association representing inland fuel importers—combined constraints from both low Rhine water levels and German rail capacity shortages threaten Switzerland’s petroleum product supply, particularly diesel and heating oil. Roland Bilang, the association’s Managing Director, stated: ‘Occasionally in the past, temporary shortages of mineral oil products available for delivery to Switzerland have occurred, necessitating the use of mandatory emergency stockpiles.’ Bilang advises households to fill their heating oil tanks early. Meanwhile, power plants operated by Grosskraftwerk Mannheim and EnBW in Mannheim and Karlsruhe, Germany, have struggled to secure sufficient coal deliveries due to the Rhine’s falling water levels.
