Climate Geopolitical Scenario Analysis for Malaysia under a 3°C Warming Scenario (Part I): Peninsular Malaysia — Humid-Heat Exclusion and the Electricity Lifeline

Some may ask: Why not simply raise the seawalls? That is a valid question—but the answer does not lie in engineering capability. Raising seawalls can only block water coming from the sea. Peninsular Malaysia’s predicament is not merely seawater inundation; rather, it is a three-pronged assault: seawater pushing up from outside, torrential rain pouring down from above, and mountain floods surging in from inland—all converging simultaneously. Sea-level rise elevates the water level of outer rivers; storm surges block drainage outlets at river mouths; and orographic rainfall over the Central Range dumps floodwaters onto coastal plains within hours. When outer-river levels exceed those of drainage outlets, gravity-based drainage fails—and pumping stations’ discharge capacity is constrained by this hydraulic backpressure. In such circumstances, raising seawalls may hold back tidal waters from outside, but they cannot stop rainfall from the sky or runoff from the mountains. Floodwater enters from three directions; raising seawalls addresses only one. The issue is not wall height—it is the physical limits of the drainage system. And those limits cannot be expanded merely by building higher walls. A study by the National University of Malaysia forecasts that by 2050, low-lying areas in five coastal states—Kedah, Penang, Perak, Selangor, and Kelantan—will face inundation risks. By the end of this century, Malaysia is projected to rank among the world’s top twenty countries most severely affected by sea-level rise, with approximately 1.2 million people impacted. This is not about wholesale submersion of the entire coastline. Cooling loads for data centers and semiconductor cleanrooms are rigid and non-interruptible; even minute-scale outages risk equipment damage and business disruption. Demand is exploding. As of December 2025, 56 data center projects—representing a maximum demand of approximately 7.5 GW—have been secured, of which 35 projects (about 4.5 GW) are already grid-connected. In 2025, data centers accounted for roughly 7% of Peninsular Malaysia’s electricity demand; this share is projected to rise to 31% by 2035. Malaysia’s Ministry of Energy Transition and Water Transformation estimates data center electricity demand will reach 12.9 GW by 2030 and 20.9 GW by 2040—equivalent to roughly 60% of Peninsular Malaysia’s current peak load. Meanwhile, supply faces triple pressure: First, domestic gas field depletion. Over the past decade, natural gas production in Peninsular Malaysia has declined steadily. While natural gas demand on the peninsula rises, domestic output falls—forcing Malaysia to fill the gap with imported LNG. Second, limitations of renewable energy. The government has pledged no new coal-fired power plants. Though solar and hydropower shares in electricity generation have grown annually, their intermittency renders them incapable of delivering the 24/7 baseload required by data centers. Third, aging and failing infrastructure. In October 2025, widespread blackouts struck the Klang Valley and Johor, triggered by an unplanned outage at Edra Malacca Combined Cycle Gas Power Plant, compounded by an unplanned shutdown of Tanjung Bin Energy’s gigawatt-scale coal plant in Johor—two facilities collectively accounting for roughly 13% of Peninsular Malaysia’s total installed capacity.

Malaysia’s Energy Transition and Market Analysis in 2024

Malaysia’s domestic energy landscape: According to the National Energy Policy (2022–2040, DTN), the energy sector contributes approximately 28% of GDP and employs 25% of Malaysia’s workforce. Moreover, petroleum remains a vital source of national income: petroleum-related products account for 31% of government revenue, and energy exports constitute 13% of total exports. The energy sector also benefits over 10 million customers by providing daily electricity supply and enabling mobility through reliable fuel provision. As of 2020, four energy sources dominated the country’s Total Primary Energy Supply (TPES) mix: natural gas accounted for the largest share at 42.4%, followed by crude oil and petroleum products (27.3%) and coal (26.4%). Renewables—including hydropower, solar, and bioenergy—accounted for only 3.9%. Historically, Malaysia’s power sector operated as a vertically integrated monopoly. Over time, it has undergone successive phases of liberalization. Privatization aimed to attract investment and improve efficiency and productivity to ensure adequate supply. Additionally, the government encouraged participation by Independent Power Producers (IPPs) to enhance supply reliability and address generation capacity shortfalls needed to meet rising demand. Natural gas serves as a critical transition fuel in Malaysia’s energy transition. In 2017, the government implemented Third-Party Access (TPA) to foster healthy competition among industry players—including IPPs—thereby promoting market-based pricing across both power and non-power sectors and ensuring reliable, competitively priced natural gas supply. Similarly, the government plans further power sector reforms, including establishing a Tradable Permits Framework to govern fuel sourcing, grid infrastructure access, and retail markets. It will also undertake electricity tariff restructuring initiatives. These measures aim to ensure cost-reflective pricing, increase renewable energy penetration, and strengthen Malaysia’s competitive advantage. Malaysia was ranked the top-performing Southeast Asian nation in the World Economic Forum’s 2023 Energy Transition Index—a metric assessing both system performance and readiness to shift toward cleaner energy. This recognition signals that Malaysia is on the right track in advancing its strategic transformation and economic restructuring toward new growth frontiers. Malaysia’s comparative advantages—including its strategic location, diversified renewable energy resources, and high skill levels—further reinforce its position as a regional leader in energy transition. Malaysia’s policy response: Five-year development plans guide socioeconomic policy planning, defining national direction, growth targets, and allocations for development expenditure. The Twelfth Malaysia Plan outlines the country’s aspiration to achieve net-zero greenhouse gas emissions by 2050 at the earliest. This plan emphasizes Malaysia’s approach to managing its energy transition effectively. It acknowledges the complexity and interdependence of energy systems and recognizes the necessity of balancing the energy trilemma—security, equity (affordability and accessibility), and sustainability.
