[Perspective] Is Export Reliability Failing? Sharp Declines in Exports of Epoxy Resin, Epichlorohydrin (ECH), and Bisphenol-A

According to customs data, China’s epichlorohydrin (ECH) exports in April totaled 2,742.88 metric tons—a month-on-month decline of 46.75%. Related products—bisphenol-A (BPA) and epoxy resin—also saw varying degrees of export contraction: epoxy resin exports fell 9.6% month-on-month in April, while BPA exports plunged 93.4% month-on-month and 94.9% year-on-year. In recent years, continuous commissioning of new domestic production capacity has exacerbated oversupply. To counter this, China has sought to curb imports while boosting exports. With steady ramp-up of new ECH capacity and ample domestic supply, producers have increasingly developed export channels—causing Chinese ECH exports to rise annually. In 2022, China’s ECH export growth surged by 62%, with a compound annual growth rate (CAGR) of 105% over the past three years. As new domestic ECH capacity continues to come online, market supply expands—but downstream demand falls short of expectations, intensifying the imbalance between supply and demand. To alleviate domestic supply pressure, export efforts have gradually intensified. However, in 2023, persistent downturns across commodities and the chemical sector led to sustained low industry sentiment and markedly reduced overseas trade orders—pushing ECH exports into contraction. Weakening Overseas Demand Insufficient external demand has curbed China’s ECH exports. Amid global economic sluggishness, persistent high inflation in Europe and the U.S., and cost-related headwinds, the epoxy resin industry—the primary downstream sector for ECH—has operated at a loss for an extended period, dampening production enthusiasm among both domestic and international manufacturers. Reportedly, Olin Corporation—a U.S.-based ammunition manufacturer and global chemical giant—has announced the cessation of solid epoxy resin production at its facilities in Terneuzen (Netherlands), Gumi (South Korea), and Guarujá (Brazil). This is not Olin’s first such closure: earlier, citing declining profitability in its epoxy resin business, Olin had persistently scaled back production and—in March 2022—halted integrated epoxy resin manufacturing at its German plant (resumed in May 2022), while also reducing epoxy resin and related upstream product output at its Texas (U.S.) and Brazilian facilities.
