Sudden development: The U.S. will no longer approve photovoltaic and wind power projects! How significant is the impact?

This is Original Article No. 1176 from New Energy Front. Americans are stirring up trouble again! 01 The U.S. Will Ban New Wind and Solar Power Projects Late last night, “Twitter President” Trump posted again on X (formerly Twitter), declaring that the government would henceforth approve neither wind power projects nor solar projects that harm farmers’ interests. As justification for rejecting new photovoltaic and wind projects, Trump claimed: “Any state relying on wind turbines and solar panels for electricity is experiencing record-breaking surges in electricity bills and energy costs. This is a century-old scam!” In fact, even before Trump’s post, U.S. Secretary of Agriculture Brooke Rollins had already posted on X on Monday, announcing that the U.S. Department of Agriculture would cease supporting solar and wind energy projects on productive farmland—and would stop using solar panels manufactured by foreign adversaries such as China. She added that under the “Green New Deal,” millions of acres of prime farmland had been rendered uncultivable solely to install subsidized solar panels; this destruction of farmland and high-quality soil is robbing the next generation of farmers—and America itself—of its future. Clearly, the Agriculture Secretary’s stance aligns with Trump’s: both view solar and wind energy as fraudulent and harmful to farmers’ interests—and therefore demand a ban. This is not Trump’s first move against new energy sources. During his campaign, he already expressed indifference toward renewables, vowing instead to strengthen and expand America’s fossil fuel industry. Earlier, his signature “Make America Great Again” (MAGA) legislation eliminated multiple clean-energy incentives—including prematurely terminating clean-energy tax credits and scrapping tax rebates for electric vehicle purchases. According to online reports, the federal government tightened federal permitting procedures for renewable-energy projects last month. All approval authority has now been centralized under the Office of the Secretary of the Interior, Doug Burgum. 02 “Dramatic Shifts in the U.S. Market”—Nothing New Under the Sun Under current Trump administration policies, the domestic outlook for wind and solar power in the U.S. appears bleak. Yet the actual impact on the global new-energy industry—especially China’s new-energy sector—remains uncertain and warrants continued observation. On one hand, as a traditional major market for new energy, policy shifts in the U.S. naturally carry substantial influence. On the other hand, given the U.S.’s domestic realities, a full-scale halt to new wind and solar projects could severely strain future electricity supply—a critical concern, especially as Trump pushes to revitalize U.S. manufacturing, thereby increasing domestic electricity demand. Should power shortages emerge, policy reversals could occur at any moment—after all, nothing in Trump’s policymaking is truly fixed; a single tweet may suffice to trigger change.

But even if the decision withstands a challenge, it could have a limited impact, according to a research note by analysts at ClearView Energy Partners, a consulting firm. That’s because the courts typically cannot compel federal agencies to approve new projects. Many wind developers could also be reluctant to submit additional projects for federal permits under Mr. Trump, the analysts wrote. In addition to the freeze on new permits for wind farms, the Trump administration has sought to revoke permits that were issued by the Biden administration for wind farms off Maryland and Massachusetts. It has also attempted to halt construction of two wind farms that were already partly built, including Empire Wind off Long Island and Revolution Wind off Rhode Island.
