The 'Technology-Focused' Full-Value-Chain Player: PPG's Path in China's Premium Industrial Coatings Market

Strategic Context: China’s Reform and Opening-Up Policy and Introduction of Foreign Investment During this phase, PPG grew alongside the rise of Chinese manufacturing—from automotive coatings to industrial coatings, from packaging coatings to aerospace materials—gradually establishing a business system covering multiple industrial sectors in China. PPG does not pursue brand recognition among end consumers; instead, it focuses on becoming a technology partner behind industrial customers. Case Study: In 1994, PPG established its Tianjin plant. The Tianjin facility was positioned not merely as a ‘production base’ but as PPG’s ‘strategic foothold’ in the Chinese market. On December 25, 2000, PPG Aerospace Materials (Suzhou) Co., Ltd. was founded. PPG’s development path for aerospace materials in China followed a clear sequence: first securing international certifications, then entering the domestic market. Business Model of This Phase: ‘B2B Direct Sales + Certification-First’ From the outset, PPG chose a B2B path serving industrial customers—entering the market by supplying automotive coatings to Beijing Jeep, leveraging the Tianjin plant as its manufacturing hub, and building technical credibility through authoritative international certifications from Boeing and Airbus. PPG does not seek brand visibility among end consumers; rather, it positions itself as an ‘invisible technology partner’ behind automotive and aerospace industrial clients. By deeply embedding itself into customers’ supply chains, PPG achieved a strategic upgrade—from exporting finished products to localized production—securing a leading position ahead of China’s manufacturing boom. Phase II: Full-Value-Chain Layout and Capacity Expansion (2000s–2020) Strategic Context: Accelerated Industrialization in China Entering the 21st century, PPG entered a rapid expansion phase in China. The strategic logic of this phase was clear and straightforward: evolving from a single manufacturing base to a full-value-chain layout, and expanding from serving a single industry to covering multiple industries. PPG gradually built a complete value chain in China—from resin and coatings production, to R&D and manufacturing, to materials and services. The establishment of the Zhangjiagang resin base epitomizes this strategy—resin being the core raw material for coatings, controlling resin production means controlling product quality and cost at the source. Case Study: In October 2005, PPG Coatings (Zhangjiagang) Co., Ltd. was founded. In June 2016, PPG announced the completion of its $10 million Excellence Manufacturing Center for Automotive Decorative Plastic Parts Coatings in Tianjin. PPG has also been deeply involved in COMAC’s aircraft programs—from the ARJ21 to the C919. Business Model of This Phase: ‘Resin-to-Coatings Integration + End-to-End Coverage Across Multiple Industries’ Through the construction of the Zhangjiagang resin base, PPG gained upstream control over core raw material production, achieving full-chain quality control and cost optimization—from raw material sourcing to finished products—and establishing a distinctive cost advantage that sets it apart from many other coating companies. On the customer side, using automotive coatings as its core, PPG expanded horizontally across multiple high-end sectors—including aerospace, packaging, and industrial protective coatings—and leveraged its end-to-end supply capability—from electrophoretic primers to clearcoats—to become a ‘one-stop strategic partner’ for automotive OEMs. The essence of this phase is the transition from ‘point-based manufacturing’ to ‘full-chain coverage’, building competitive moats through scale and breadth. Phase III: Strategic Upgrade and Localization 2.0 (2020–Present) Strategic Context: Chinese Enterprises Driving Reverse Innovation Since 2020, PPG’s strategy in China has entered a new stage.

Comments from Tim Knavish, Chairman and CEO of PPG, on Q4 and Full-Year 2023: ‘We closed a record-setting year with stable year-over-year sales growth, strong adjusted earnings growth, and record operating cash flow. The breadth and diversity of our business portfolio were key drivers behind our record Q4 performance, as we benefited from steady growth in the Chinese market, stable demand in Europe, and continued growth across several key end markets—including aerospace, automotive OEMs, and protective coatings. We made significant progress toward restoring our historical peak segment margin, achieving 30% segment revenue growth and a 260-basis-point increase in total segment margin—the fifth consecutive quarter of year-over-year margin growth. Additionally, our earnings growth and working capital management generated substantial cash this quarter, resulting in over $2.4 billion in full-year operating cash flow. We ended the year with a strong balance sheet and a robust cash legacy, positioning us well to create future shareholder value. Throughout the year, in addition to delivering record financial results, we successfully executed several strategic initiatives to strengthen the company—including key actions taken to drive higher organic growth for PPG. We also advanced our ongoing portfolio review, leading to the divestiture of our Transportation Solutions businesses in Europe and Australia, as well as our recently announced strategic alternatives review for our silica products business. Finally, we upheld our tradition of paying dividends for the 124th consecutive year—including 52 years of consecutive dividend increases. Looking ahead, although global industrial production remains at relatively low absolute levels, we expect continued improvement in demand for our business in China. In Europe, we anticipate economic activity will stabilize at current levels in 2024. In the U.S., we expect economic conditions to remain subdued during the first half of 2024.’
